October 2006 Despite its Economic Role Chemicals Industry is not yet Sustainable  Vast majority (ca, 92%) of existing chemicals (approx. 105.000) with unknown or not sufficiently known properties. So far, only about 9.000 chemicals (ca. 8%) are sufficiently investigated with respect to the human´s health and potential impacts to the natural environment  Various old installations for bulk chemicals with high energy and resource demand, significant emissions to the environment, old technologies (e. g. chlorine production in mercury cells, fertilizer production)

October 2006 Problem Problematic chemicals pollute natural water resources and contaminate animals and men  Brominated flame retardants, used in fabrics and TVs  PFCs, from manufacture and use of non- stick coatings (e.g. PTFE/Teflon), anti-stain treatments (Scotchguard) and telomers (e.g. McDonalds food packaging)  Anti-fouling additive TBT has decimated shellfish stocks  etc.

October 2006 REACH – Agenda Jan-Jun 2006 ( Austria presidency ) Commission modifies REACH proposal based on common position and internal Commission debate. Parliament’s second reading begins Jul-Dec 2006 ( Finland presidency ) Plenary vote ends Parliament's second reading. Member States agree on legislation (directive) to be published in Official Journal. 20 days later, REACH is legally binding in all EU member states. Note: January 2007 could become the earliest date for effectiveness. Yet, some delay may occur due to still ongoing heavy lobbying. But all parties involved believe the REACH Directive will become effective not later than July 2007
