2 As the specialized agency of the Inter-American System for agriculture, the IICA supports the efforts of the Member States to achieve agricultural development and rural well-being. Mission To encourage, promote and support our Member States in their efforts to achieve agricultural development and rural well-being through international technical cooperation of excellence. 4 IICA’s strategic objectives Strategic objective 4: To improve agriculture’s contribution to food security. Strategic objective 3: To improve agriculture’s capacity to mitigate and adapt to climate change and make better use of natural resources. Strategic objective 2: To strengthen agriculture’s contribution to the development of territories and the well-being of the rural population. Strategic objective 1: To improve the productivity and competitiveness of the agricultural sector.

5 Contributions: Achieving the strategic objectives by increasing capacities of the member states for: A.Public policies and institutional frameworks. B.Technological, institutional and business innovations. C.Agricultural health and food safety. D.Business and associative capabilities of agricultural production chains. E.Inclusion of actors, in particular local communities and those involved in family agriculture, in social management of rural areas. F.Integrated management of water and sustainable use of soil for agriculture.

6 Contributions: Achieving the strategic objectives by increasing capacities of the member states for: G.Measures for adapting agriculture to climate change and mitigating its effects, and integrated risk management in agriculture. H.Efficient and effective food and nutritional security programs. I.Benefits from greater use of native species, promising crops and native genetic resources with food potential. J.Reduced losses of food and raw materials throughout the agricultural chains. K.Participation in international forums and other mechanisms for the exchange of knowledge and mobilization of relevant resources.

7 IICA Functions: A strategic role in technical cooperation Does not solve problems on its own. Enhances national capacities for problem solving and supports implementation. It is not a funding agency. It is an organization that mobilizes capacities and through a catalyst role makes them available to the member countries. Provides technical cooperation through science based innovation. Articulates actions at hemispheric level, with a new vision of regional cooperation, and at the national level through the IICA strategy in the countries. Applies a results based management strategy to ensure delivery through the concept “One IICA oriented to results”

8 Agricultural Health and Food Safety (AHFS) Promote an agricultural sector productive, profitable, competitive, resistant to pests and climate change and able to provide safe food to local, regional and global markets through the appropriate application of sanitary and phytosanitary measures Overall Objective Components of AHFS  Sanitary and Phytosanitary Measures  Moderization of National Sanitary and Phytosanitary Services  Emerging issues and emergencies in plant health, animal health and food safety

9 The Southern Cone Plant Health Committee is a Regional Plant Protection Organization (RPPO) created in 1989 through an Agreement among the Governments of Argentina, Bolivia, Brazil, Chile, Paraguay and Uruguay, within the framework of the International Plant Protection Convention (Recognized in Section IX from the Text of the IPPC). What is COSAVE ? To strengthen regional phytosanitary integration and develop integrated actions aimed at solving phytosanitary problems of common interest to Member Countries. (Section 2 from the Articles of Agreement of COSAVE) Objective:

12 MISSION Enhance capacities of its member´s countries to maintain and improve their phytosanitary status aiming to get sustainable development, facilitating international trade and contributing to environmental protection, to the whole benefit of the forestry-agricultural as sector a whole. VISION Being a regional organization leader in phytosanitary protection, with international recognition, which coordinates and promotes regional technical capabilities, generates and promotes harmonized technical positions, procedures and regional plans, contributes to the wide continental integration and sustainable development of forestry-agricultural sector

13 Strategic guidelines 2016-2017 1.Reaffirm the regional phytosanitary mission for the development of sustainable agricultural and forestry production. 2. Support for COSAVE members on international phytosanitary negotiations and develop capacities of NPPOs staff. 3. Develop and Foster implementation of regional phytosanitary standards and perform coordinated actions in order to protect and improve phytosanitary status of agricultural and forestry production, including native flora of the region, and facilitate trade

17 To strengthen the capacity of phytosanitary measure implementation to maintain and improve the phytosanitary status; thus facilitating trade in regional agricultural products from COSAVE countries and helping maintain current markets, while gaining access to new ones. 18 Specific objective 1 Specific objective 1 Surveillance To consolidate a regional phytosanitary information system to strengthen trust between the countries and technical capacity to implement actions of surveillance and early detection of quarantine pests. Improved knowledge and skills to systematize pest information At least three tools for implementation of a general surveillance and a specific survey developed and validated (Procedures and IT Tool) Two guides and two case studies published. 19 Specific objective 2 Specific objective 2 Improved knowledge and skills in specific issues related to pest risk assessment At least two tools for implementation of specific issues of PRA (Procedures to assess the economic and environmental effects of pest entry and on the risk assessment for plant pests (weeds)). Two guides and three case studies published. PRA To build technical capacity in the region to use a PRA process focused on the evaluation of the economic effects and effects not related to trade and the environment of the entry of pests, as well as on the risk assessment of pests that may cause indirect damage or for which there is less information in the region. 21 Specific objective 4 Specific objective 4 To generate tools and to build capacity to assess the impact of the phytosanitary measures implemented by countries to maintain or improve their phytosanitary status; thus improving market access and facilitating trade. Outputs Outputs A methodology to assess the impact of phytosanitary measure implementation developed and validated. A methodology user’s guide developed and validated. NPPO professionals trained and improved their skills in the use of the methodology and its guides. To assess the impact of the phytosanitary measures implemented Methodology, implementation guide and case studies published.
