8. Resource Allocation System (RAS) for Pupils with SEND A transparent and outcome focused tool to allocate additional support to pupils with SEND (replacing the matrices) Co-produced by parents and staff within Gloucestershire County Council The RAS is ready for next phase of work which includes point allocation, price point(s), processes/systems/guidance to support use and testing period A trial period of three months from 1 January 2016 to test the RAS alongside the matrices

9. Resource Allocation System (RAS) for Pupils with SEND – Would you like to help? Are you interested in getting involved? We hope so! 10. NEW PILOT PROJECT : GIPRA (Gloucestershire Individual Pupil Resource Allocation) Pilot: Starting in January 2016 and initially running until July 2016 (pilot will be reviewed in July 2016) Purpose: Looking at ways for schools and settings to access practical advice, support for capacity building and access to short term “top up funding” so that statutory EHCP is not the only way to access this support. How is it being funded: No new or additional funding for the project – making best use of resources from a variety of sources to include EHCP/Statement budget, BHLP, Enablement funding (AC) CIC budgets for relevant pupils and EPI Team “exclusions budget”

GIPRA – Aim of Project Aim of the Project: To reduce fixed term exclusions for children with SEND Reduce incidents of reception age pupils being unable to access FT education due to lack of support To enable a short period of intervention/assessment to support decisions re longer term SEN To provide a holistic, joined up response from existing services/teams Lessen links between needs and resources Lessen bureaucracy and provide a swifter response Make better use of professionals time Complement statutory process Time limited support/interventions

12. GIPRA - Target Group and Expected Outcomes Target group – this is aimed at children who may have missed out on Early Years Provision and/or intervention in pre school years or those in School on SEN Support who may have a short term need for some additional support Expected Outcomes - Reduced reliance on an EHCP to provide a route to short term interventions/resources. It will support a short period of additional resources to allow TAC to explore and assess the longer term needs and to determine if short term additional support has enabled expected progress to be made

13. GIPRA – Funding and Further Information How to Apply – Applications will be considered by a Multi Agency Panel on a fortnightly basis. If additional resources approved school and Parents will be notified within 3 days.
