4 USDA SNAP-Ed Guidance FFY 14 FNS encourages State SNAP-Ed programs to focus on approximately four behaviorally-focused, measurable objectives each year---refine focus Request plans to be written concisely to describe activities---plan size reduction Messaging---States may not use SNAP-Ed funds to convey negative written, visual, or verbal expressions about any specific brand of food, beverage, or commodity http://snap.nal.usda.gov/snap/Guidanc e/FY2014SNAP-EdGuidance.pdf 4

5 USDA SNAP-Ed Guidance FFY 14 (cont.) Allowable costs include activities that educate participants and promote physical activity. Allowable purchases may include inexpensive physical activity equipment (stability balls, hand weights, jump ropes, hula hoops, etc.) for use in ongoing physical activity linked to nutrition education programs. o Should include a nutrition education message that promotes healthy eating and link nutrition and physical activity.  Unallowable costs include, but are not limited to, costs incurred for: Health club, gym, or fitness class membership fees; Large expenditure equipment (e.g., bicycles, treadmills, elliptical, weight sets, etc.) Facilities (rental or modifications); And instructors for continuing exercise classes Gardens Allowable---purchase of seeds, plants, and small gardening tools and supplies, such as fertilizer and potting soil, to assist in developing school and community gardening projects Staff salaries to establish and maintain community gardens, i.e., in low-income housing projects, schools, etc. may be allowable but should be submitted to FNS for prior approval 5

6 FFY 14 USDA Priorities Expanded focus on preventing obesity through comprehensive approaches (individual, group, community, and appropriate policy) Projects may be coordinated with other public or privately funded health promotion or nutrition improvement strategies Such as: o Coordinating with other State-administered Federal programs o State and Federal nutrition education and obesity prevention strategies o Coordination efforts should be described in the SNAP- Ed Plans 6

7 Writing the SNAP-Ed Plan Do’s: Consider state and local obesity/overweight measures in state needs assessment Focus on actionable data (i.e., what can UC CalFresh impact) Select behaviorally-focused objectives Individual, community, or policy level (SOW) Don’ts:  Summarize the national/state burden of obesity  Limit your State objectives to process measures  Have local project evaluations that are not tied to the overall state objectives 7

Do’s: Focus on nutrition education and obesity prevention Use multi-level interventions that are evidence-based and cost-effective (SEM) Leverage outside funding sources and partnerships Point out what is new- different in FFY 2014 Don’ts:  Limit the scope of activities to individual level interventions  Try to implement SNAP-Ed without any partners 8
