9 National implementation plans  Article 7 of the Convention  Article 7 of the Convention requires each Party to develop and implement an implementation plan and to transmit it to the COP two years after the entry into force of the Convention for it.  COP 3: Encouraged Parties whose deadline to transmit their NIP is overdue to do so period 2007- 2015 Invites Parties to provide an indication of their main priorities in implementing NIP for the period 2007- 2015 guidance on social and economic assessment Encourages Parties to use the guidance on social and economic assessment in the implementation of NIP 9

26 Region selects and nominates institutions willing to serve as a regional or subregional centreselects Regional representatives in the bureau submit to the Secretariat the nominations An institution nominated by a region will formally be recognized as a “nominated Stockholm Convention centre”“nominated Stockholm Convention centre a Nominated Stockholm Convention Centre is required to submit to the Secretariat a report which explains the status and components set forth in decision SC-2/9 Secretariat verifiesSecretariat verifies, in consultation with the bureau that the nominated Stockholm Convention centre meets the criteria contained in decisions SC-1/15 and SC-2/9 SC-1/15SC-2/9 The Secretariat will prepare a report on the activities of the nominate Stockholm Convention centres for consideration by COP 4 COP 4 will consider the endorsement of the nominated Stockholm Convention centres as Stockholm Convention regional or subregional centres. The COP will evaluate the performance of the centres according to the criteria set out in annex II to decision SC-2/9 in annex II to decision SC-2/9 The COP may then reconsider the status of centres as regional and subregional centres under the Stockholm Convention.

33 Listing of chemicals in annexes A, B and C  POPRC has examined and recommended proposals for listing 9 new chemicals in the Convention  COP 4 will consider the recommendations to list the chemicals in its annexes A, B and C 33

34 Chemicals proposed for Listing  Annex A: C-PentaBDE Chlordecone Hexabromobiphenyl Lindane (Exemption: scabies and lice treatment) Alpha and Beta-HCH C-OctaBDE  Annex A or B: PFOS, its salts and PFOSF (exemptions: several photo- applications, hydraulic fluids in aviation, medical devises, etc.) or acceptable purpose  Annex A and C: Pentachlorobenzene (PeCB)

35 Implications of listing chemicals in Annex A, B, and/or C  Annex A – Elimination: Elimination of production and use of all intentionally produced POPs  Annex B - Restriction: Restrict production and use in accordance with the provisions of that Annex  Annex C - Unintentional Production: “…Continuing minimization and, where feasible, ultimate elimination of the total releases of chemicals.”

36 Conclusions  Overdue NIPs should be transmitted  Parties that have not nominated an OCP should do as soon as possible  Parties should test the electrononic system for reporting  Parties should identify their needs and take advantage of the services being provided by the Nominated Stokholm Convention Centres in the region  Parties are encouraged to familiarize themselves with the proposals for listing new chemicals 36
