11 1.What was changing in Texas? –Texas’ urban population was increasing rapidly –Railroads and telephones improved transportation and communications –Growth of industries created a higher standard of living for Texans 2.What negative effect did limiting government spending have on Texas? –There was a lack of money for internal improvements, such as roads, or emergencies TEXAS HISTORY

12 3. A New State Capitol Texas traded over 3million acres land In return, a new state capitol was built in Austin The XIT ranch was created from the lands that were traded. TEXAS HISTORY XIT Ranch

13 #4-5 Public Education 4. To pay for a public education system, Texas set up a school fund, sold public lands, used portions of the poll tax for education, and created a school tax in 1883. 5. In 1884 Texas elected a state superintendent. Each state was allowed to create its own school districts TEXAS HISTORY

14 #6-7: Prohibition 6. Began in 1866 in Texas wanted to ban the manufacture, sale and use of alcohol. 7. How did prohibition effect Texas? –Closed saloons (bars) on Sundays. –Did not allow saloons within 10 miles of a military base –By 1911- 166 Texas counties were “dry” could not buy alcohol within these counties

Unfair practices of railroads in Texas included: –Land given to railroads were sold to farmers at very high prices –Railroad companies fixed rates and charged higher freight rate for short hauls –Companies gave discounts to preferred customers –Banded together to control pricing TEXAS HISTORY

19 TEXAS HISTORY JAMES HOGG 9.A – Hogg created the Texas railroad commission to oversee the operations of railroad companies. –Stopped rate fixing –Stopped unreasonable shipping costs

20 JAMES HOGG He supported the populist movement. 9C- populism was a nationwide movement created to protect rural citizens (farmers) what had not benefitted from urbanization D. – Farmers, ranchers, and rural laborers organized the “People’s Party”

21 Progressive Movement Reformers wanted the government to get involved with reducing the waste and end corruption by landlords, factory owners, and city officials. Wanted reforms in labor, industry, education and politics Cities in the 1900s Overcrowded Homes were “tinderboxes” ready to catch on fire No renters’ rights No labor rights Long hours and no safety laws

22 Progressivism begins 11. Hurricane that hit Galveston in 1900 began the Progressive Era in Texas. 12. Galveston created a city commission 12a. By 1920s hundreds of Texas and U.S. cities had adopted the mayor/city commission system to help develop their towns. TEXAS HISTORY

23 Labor Reforms 13. Blacklisting was a bully tactic (practice) by labor bosses and unions. It is when someone is discriminated against for speaking out. They end up losing their jobs and can not find work at any other companies either. TEXAS HISTORY

24 Labor Reforms Limit work hours and work week Banned companies from paying company scrips instead of cash Banned child labor for children under 12 TEXAS HISTORY

25 14. FARMER JIM James E. Ferguson – governor from 1915 – 1917 Nicknamed “Farmer Jim” because of his desire to help tenant farmers Impeached over misuse of state’s funds 15. Impeachment- process of bringing charges against a public official to have them removed from office.

26 Minorities in Texas Were powerless because of a lack of political power Texas legislation (1902) started passing “Jim Crow” laws. Jim Crow laws were laws that separated African Americans and weakened their social status in the South. By 1912, NAACP was created to help protect the civil rights of African Americans in Texas African Americans

27 Minorities in Texas Hispanics Faced some discrimination as well. Had more political rights, especially in the Southern region of Texas. Formed LULAC to help protect the rights of Hispanic-Americans in the U.S. TEXAS HISTORY

28 19. Minorities lack political strength One of the most effective ways to keep a group of people weak it to take away their political power or “voice” Texas created the “poll tax” in 1902. Since most minorities could not afford to pay this tax, they could not vote. As a result, most laws in the state favored whites more than minorities. TEXAS HISTORY
