2 Program Origins  A response to issues identified after the September 11, 2001 terrorist and Anthrax attacks  The United States was unprepared to respond to large scale disasters  The capacity did not exist to quickly verify health care professionals' identity, licensing, education, and employment so that they could be used within disaster response

3 Program Origins Emergency System of Advance Registration of Volunteer Healthcare Professionals  U.S. Public Law 107-108 (107th Congress) 2002: “The secretary shall…establish and maintain a system for the advance registration of health professionals for the purpose of verifying the credentials, licenses, accreditations, and hospital privileges of such professionals when, during public health emergencies, the professionals volunteer to provide health services.”

4 VMS Program Objectives  Support a local, state, regional or national response to a large-scale disaster or public health emergency  Facilitate the appropriate sharing of credentialed volunteer healthcare providers and workers among participating hospitals  Provide and contact volunteer practitioners with the skills that are needed  Ensure that volunteers meet or exceed minimum requirements for discipline specific skills and competencies

5 ESAR-VHP&VMS The King County Volunteer Management System (VMS) incorporates all of the federal ESAR-VHP requirements. In short, ESAR-VHP is the foundation for our volunteer management system. 7 Potential Roles  Supporting the Health Care System  VMS credentials but organizations privilege  Staffing of activated Alternate Care Facility  Assisting with mass dispensing of antivirals or antibiotics

9 Volunteer Expectations  Register on-line with self- assessment of discipline- specific capability  Complete pre-event training requirements  Participate in drills and exercises  Engage in volunteer activities within their scope of practice  Ensure that the volunteer is meeting the primary responsibility to its employer before volunteering

10 Public Health/Medical Reserve Corps  More than 170 healthcare workers have been recruited into our Reserve Corps.  Physicians, dentists and mid-level providers  Other healthcare professionals including nurse, behavioral health practitioners, respiratory therapists, pharmacists, radiographers, paramedics and clinical laboratory professionals  Veterinary Practitioners (DVM)  Academic and retired healthcare professionals

11 2008-09 VMS Goals  Grow the Reserve Corps to 600 volunteers  Incorporate Public Health Volunteers  Incorporate Corporate support  Boeing (over 100 EMTs)  FAA Closed POD support  Microsoft POD support and Occupational Health  Incorporate Faith Based support  Southern Baptist food support  American Red Cross counseling services  Investigate the feasibility of hospital and healthcare teams

12 Recruitment  Direct mail to licensed healthcare providers  Program promotion on public web sites  Program promotion at discipline specific conferences and meetings  Corporation Recruitment

13 Challenges  ESAR-VHP requirements very stringent and labor intensive  Public Health/Medical Reserve Corps is small relative to the need  Maintaining volunteer training and exercise needs to keep volunteers actively engaged

14 VMS Strategy Approval  Identify other groups of potential volunteers we may be missing  Validate strategy that ensures medical professionals first priority is to their place of employment  Identify potential issues/concerns regarding hospitals and healthcare donating teams during a disaster
