3 WHY? Because of RISING Campaign Costs

8 The Effects (consequences) of Rising Campaign Costs 1. Require candidates to conduct extensive fund-raising activities Candidates have to raise millions of dollars to get a shot at running for office.

9 2. Limit opportunities to run for public office. Running is too expensive so many qualified candidates do not run.

10 3. Give an advantage to wealthy individuals who run for office Ex. John McCain ( 2008 presidential candidate) Mitt Romney 2012 presidential candidate

11 4. Encourage the development of Political Action Committees (PACs) PACs- interest groups that collect money for campaigns of political candidates they support. 12 WHY A PAC? It is against the law for certain organizations to make contributions DIRECTLY TO CANDIDATES

18 Rising Campaign Costs have led to REFORM (change) Rising campaign costs have led to efforts to reform campaign finance laws. Limits exist on the amount individuals may contribute to political candidates and campaigns.

19 Assignment You are the campaign manager for one of you running for governor. You have $20 million to spend on his/her campaign and must account for every penny. What will you spend the money on? Create a budget detailing the spending of campaign funds and how you plan to raise additional funds. Also, create a political campaign ad for your campaign.

20 Your budget ($20 million) must include: a. Staff b. Office space c. Advertisement d. Travel e. Literature And what ever else you deem important. Be detailed. 29 Soft Money Donations to political party not designated to particular candidates General purposes (voter registration, direct mail advertising) not election campaign! 2002 law banned limited amounts. Most spent on TV advertisements. Wealthy groups can spend as much as they want.

30 Former House Speaker Tip O’Neill There are 4 parts to any campaign. The candidate, the issues, the campaign organization and the money. Without the money, you can forget the other three!
