2 Ministry of the Environment and Energy Sweden Government Offices of Sweden Priorities for Swedish forest resources in national climate change policies Forests have a diverse role to play in climate change mitigation efforts. Swedish forest resources play an essential role in Swedish climate policy by: –Increasing bioenergy use to substitute fossil energy –Increasing the use of wood products to substitute fossil materials and materials requiring high energy input.

Pursue long-term, effective climate change policies for forest management.

Net removals from the LULUCF sector has not been included reporting formats used within Sweden. Net removals have not been included in domestic climate change targets.

6 Ministry of the Environment and Energy Sweden Government Offices of Sweden Use of forest raw materials and increased carbon sink Volume and production of wood in Swedish forests has almost doubled since 1900. This increase in production has also been accompanied by an increased carbon sink.

7 Ministry of the Environment and Energy Sweden Government Offices of Sweden Swedish priorities for the LULUCF sector within the EU’s 2030 framework Management of the LULUCF sector must ensure framework’s overall ambition and environmental integrity. Increased removals are complementary measures to emissions reductions. LULUCF framework must provide opportunity for sustainable forest management, including use of forest biomass and bioenergy, and opportunity to increased agricultural production.

8 Ministry of the Environment and Energy Sweden Government Offices of Sweden Swedish priorities for the LULUCF sector within the EU’s 2030 framework Accounting rules for the LULUCF sector are element in ensuring environmental integrity and the carbon neutrality of bioenergy. Accounting rules need to be fair and not provide member states with undue credits or debits. Accounting rules need to provide incentives to undertake long-term emissions reductions within Member States.
