2 2  The economic and social development of a society,  improvement of the quality of life,  products safety,  environmental protection,  increase in the volume of the international trade become impossible without the relevant development of metrological infrastructures. Therefore, at present the creation of a metrological infrastructure assuring traceable and internationally accepted measurement and test results is one of the prior tasks in a number of countries. 4 4 COOMET is a regional organisation which was founded to facilitate cooperation of national metrological institutions of the countries of Central and Eastern Europe. COOMET was established as a cooperation of state metrological organizations of the countries of Central and Eastern Europe on 12 June 1991 by signing a Memorandum of Understanding by representatives of Bulgaria, Poland, Romania, Russia and Czechoslovakia in Warsaw. Now the members of COOMET are metrological institutions from 17 countries. COOMET short history

6 6 COOMET Presidents were: from 1991 till 1994 S.Referovski (Poland), from 1994 till 1998 R.Spurny (Slovakia), from 1998 till 2001 V.Belotserkovkiy (Russia), from 2001 till 2007 N.Zhagora (Belarus). At present COOMET President is a representative of Ukraine, General Director of NSC “Institute of Metrology” Dr. Goryslav Sydorenko COOMET was renamed in Euro-Asian Cooperation of National Metrological Institutions in May, 2000. COOMET is open for any metrological institutions from other regions to join as associate members. COOMET short history

7 7 The objectives of COOMET are as follows: assistance in effective addressing the problems relating to uniformity of measures, uniformity of measurements and the required accuracy of their results; assistance in promoting cooperation of national economies and eliminating technical barriers in international trade; harmonisation of activities of metrological services of Euro-Asian countries with similar activities in other regions.

9 9 COOMET STRUCTURE  The supreme body of COOMET is the COOMET Committee consisting of heads of national metrological institutions from COOMET Member Countries.  The COOMET President is elected by the Committee from among its Members for a three year period with an option of one more term of office. The President provides the COOMET Secretariat by using resources of his own institution.  The President, 4 Vice-Presidents and Head of the COOMET Secretariat constitute the COOMET President’s Council.  The Committee Members appoint their representatives to the Structural Bodies of COOMET (Correspondents) from among candidates in their countries.  According to the structure about 30 constant structural and working bodies are functioning in COOMET.  In general about 500 specialists from NMIs of COOMET member countries are taking part in the realization of all fields of cooperation.

11 11 Implementation of the CIPM MRA Participation of COOMET in the realization of the CIPM MRA has given new tasks to its participants:  planning and organizing regional key and supplementary comparisons of measurement standards;  conducting regional and interregional review of data on calibration and measurement capabilities (CMC) of NMIs of COOMET member countries and other RMOs;  peer review of Quality Management Systems (QMS) of NMIs of COOMET member countries participating in the CIPM MRA. Today 57 COOMET projects make the subject of cooperation in the field of the CIPM MRA implementation. COOMET countries take an active part in forming the international data base of CMCs.

14 14 Support in Developing Basic Metrological Infrastructures A new field of cooperation was initiated in COOMET in 2007 the support in developing basic metrological infrastructures of mainly those COOMET Member Countries located in the Caucasus region and Central Asia. A new Subcommittee (SC 4.5) “Support in Developing Basic Metrological Infrastructures of COOMET Member Countries” was established in May 2008 within TC 4 “Information and Training”. SC 4.5 is aimed at considering the special needs of smaller and still less developed countries to improve mutual understanding and networking between metrological institutions of the COOMET region and their European and international partners.

17 17 The COOMET region extends over a large geographic area and consists of countries with different levels of social and economic development, resulting in very heterogeneous quality infrastructure systems.

18 18 COOMET Member Countries located in the Caucasus region and Central Asia have a wide choice of:  Minerals (Coal, iron ore, copper ore, lead-zinc ore, nickel ore, bauxite, zinc, wolfram, aluminum, chromites, cobalt, molybdenum, etc.)  Oil,  Natural gas,  Energy. They have and develop oil and gas pipelines And they are in need of developing metrological infrastructure!

19 19 FIELDS OF ACTIVITY OF SC 4.5  Support in preparation for acceding the CIPM MRA.  Training of personnel for implementing QMS in NMIs according to ISO/IEC 17025.  Help in preparing calibration and measurement capabilities (CMC) of the NMIs of the region.  Planning and organization of training courses and workshops for metrological personnel.  Creation of a new COOMET web-site and web page of SC 4.5 The activity of SC 4.5 is carried out in close coordination and cooperation with the headquarters of COOMET located in the National Scientific Centre “Institute of Metrology” in Kharkov, Ukraine, and together with other NMIs of COOMET member countries as well as technical network partners of PTB.

21 21 In 2008, measurement areas of the greatest interest for the countries of the region were determined within SC 4.5. These areas are:  Mass,  Temperature,  Electricity.  Flow,  Pressure,  Length. %

22 22  Investigation of the present level of the labs of NMIs  Investigation of the present level of QMS of NMIs (questionnaire and on-site visits)  Workshop for heads of QMS of NMIs (Georgia, October 2009)  Workshop for COOMET auditors (Moldova, October 2009)  Training in mass calibration  Training in comparison (pilot study) Future activity
