1 Chicago Area Facilities (CAF) Electrical Safety Program

2 2 Electrical Safety Program Why is it important? −Every electrical activity carries some degree of risk; therefore everyone should be aware of the type of electrical hazards associated with their work −The Electrical Safety Program provides guidance on the requirements for electrical safety-related work practices and procedures

3 3 Electrical Safety Program Who does it apply to? -All individuals, including tenants, (per lease agreement) who work at the Chicago Area Facilities (CAF) What is it? −An update to the existing CAF Electrical Safety Program −Comprised of 5 policies/procedures −Purchasing Electrical Equipment −CAF Electrical Safety Policy −LOTO −Electrical Safety While Working on or Near Energized Parts Less than 600 Volts −Temporary Electrical Installations

4 4 Electrical Safety Program Principles −Plan every job and document first-time procedures −Anticipate unexpected events −Identify and minimize the hazard using the site hazard assessment procedures −Protect the employee from shock, burn, blast, and other hazards due to the working environment −Inspect/evaluate the electrical equipment −Use the right tools for the job −Maintain the electrical equipment’s insulation and enclosure integrity −De-energize, if possible using the site LOTO procedures

5 5 Electrical Safety Program Controls −All individuals working at CAF shall adhere to this electrical safety program −Use procedures as “tools” to identify the hazards and develop plans to eliminate/control the hazards −Use a logical approach to determine the potential hazard of a task −Identify and use precautions appropriate to the working environment −De-energizing an electrical conductor or circuit part and making it safe to work on is in itself a potentially hazardous task −Every electrical conductor or circuit part is considered energized until proven otherwise. −No bare-hand contact is to be made with exposed energized electrical conductors or circuit parts above 50 volts to ground

6 6 Electrical Safety Program Procedures and Policies Purchasing Electrical Equipment −Who does this apply to? −Anyone who purchases electrical equipment −What’s it about? −All electrical equipment must be approved by a nationally recognized testing laboratory (NRTL) such as, Underwriter's Laboratory, Canadian Standards Association or Factory Mutual or approved by the site electrical engineering authority

7 7 Electrical Safety Program Procedures and Policies CAF Electrical Safety Policy −Who does this apply to? −All individuals −What’s it about? −This policy describes the roles and responsibilities and training requirements for each type of electrically trained individual: −Electrically Aware Person −BP Business Unit Qualified Individual −Contractor Qualified Individual

8 8 Electrical Safety Program Procedures and Policies −LOTO −Electrical Safety While Working on or Near Energized Parts Less than 600 Volts −Temporary Electrical Installations −These topics are generally applicable only to persons specifically qualified to perform electrical work. Details are located in specific procedures.

10 10 Training Requirements – Electrical Safety Policy OSHA Requirements −OSHA requires that all employees who face a risk of electrical hazard that is not reduced to a safe level by the applicable electrical installation requirements receive training in electrical safety-related work practices Training shall include: −The specific hazards associated with electrical energy, including the relationship between electrical hazards and possible injury −Safety-related work practices and procedural requirements (as necessary) to provide protection from the electrical hazards associated with their respective job or task assignments

11 11 Training Requirements – Electrical Safety Policy All Individuals −Complete the Electrical Safety Awareness Training Course −Individuals trained to this level are unqualified to perform work on energized or de-energized equipment but may still encounter the potential for electrical hazards and risks in the form of loose or frayed cords, overloaded outlets, improper use of extension cords, etc. −Individuals who have completed the Electrical Safety Awareness Training Course are considered “Electrically Aware”

12 12 Electrical Safety Awareness Training Course Topics (Partial List) −Identify everyday electrical hazards present in the workplace and at home, such as using extension cords, overloading circuits, and using damaged equipment −Explain why low voltage electrical current presents serious hazards to people −Learn how to inspect electrical devices for safe operation −Explain the physical injuries to a victim that are caused by various milliamperers of current −Explain the function of electrical bonding and grounding −Learn proper emergency procedures for dealing with victims of electric shock or burns

13 13 Electrical Safety Awareness Training Course Topics (Partial List) −Identify the function of ground fault interrupters and when and where to use them −Learn safe work practices for home electrical safety −Explain CAF policies related to electrical safety (LOTO, being qualified versus aware, Temporary Wiring, etc.) −Determine if you should REALLY use that space heater....type, location, extension cords, etc.) −Identify and explain electrical hazards associated with BP energized electrical equipment −Identify and explain the safety features provided by insulating tools and how to use them properly −Identify and explain when an OCD has blown/tripped
