1 H OUSING B ROOMFIELD C OMPREHENSIVE T ASK F ORCE Beth Willman, David McMahon, David Beacom, John Hilgers and Cheryl St. Claire January 21, 2016 Promote a range of housing options that will meet both current and future residents’ changing needs and conditions that will support the community.

2 Issues  Change in the demographics – 10% increase in senior population.  26% of Broomfield households are at 60% or less than medium income level.  Limited approved housing types.  No affordable housing for all age groups and income levels.  Limited housing options in new developments and preservation.  Sustainability not included in developments and housing options.  Disconnected neighborhoods.

3 Suggestions Develop review process to encourage housing options and streamline necessary permitting to meet deadlines for grant money. City to create a formal housing authority. This will allow, increased opportunities for engagement and investment in public and private partnership to address affordable housing. Ensure use of affordable financing tools. Word smith. Increase more public private partnership with new developments and redevelopment of existing neighborhoods. City to start immediately with the civic center housing having a percent of affordable housing. Have a bigger “tool box” of housing types. Ex. Increase Inclusionary house and rent control. Planned Unit Developments (PUD’s), ADU’s, Tiny Homes, Granny homes, etc. City to require sustainability in developments and housing options. All development to consider interconnectedness of neighborhoods.

4 A ddressing Demographics and Growth Projections  Housing group acknowledges the documented shift in demographics for all housing options. Suggestions address these concerns. 1.There is a need for more affordable facilities that are designed for elderly on fixed income and /or those needing affordable housing. 2.Need for affordable housing for those working at home. 3.Provide alternative housing options; broader ranges of different types of accessory Dwelling Units (ADU’s), PDU’s, Tiny homes, Granny units, etc. which will mean code management & updates. 4.Utilizing high density housing.

5 Addressing Maintenance and Improvement of Existing Facilities and Neighborhoods  Maintaining safe housing for aging population by offering services such as handyman instead of Red tagging it.  Broomfield senior services dept. coordinating with code enforcement to simplify so not as intense for this population.  City to create plan to support seniors as they contact the city for assistance for home improvements.  City to include public/private grants and investments to support aging houses.

6 Addressing Multimodal Transportation  Provide affordable density housing options in proximity to transportation hubs.  Provide variety of housing options in proximity to transportation hubs.

7 Addressing the Impact of Technology  Consider developers who include access to technology in plans.  City to research and evaluate wifi broadband to whole community.  City to offer free wifi to specific areas in our community. Ex. Parks  Consider all aspects of transmission facilities. Co-location codes city has done a good job. Utility poles, etc..  Create a plan on Cell towers.

8 Addressing other Focus Areas (Housing; Transportation; etc. )  Housing recognizes that we are interconnected with the other focus areas, specifically Transportation, Economic Development, Utilities and Land use.
