1 SUSTAINABLE LAND MANAGEMENT FOR ECONOMIC GROWTH AND SECURITY

2 BACKGROUND Total land area in the Pacific is 2%, spread over - 20million sq.km. of ocean. Total population is 7million and PNG –about 4.5million. Islands features a geographical diversity from low lying atoll to high volcanic islands. PNG is over 460,000sqkm while Tuvalu, and Nauru both less then 3,000 sq km. Island of New Guinea has mountains – 4000 meters asl whereas Kiribati, Marshall Island and Tuvalu are low lying atolls just a few meters above sea level. Population densities range from 6 persons / sq /km in Niue to 546 in Nauru. Landownership mostly customarily, state and freehold owned.

4 SUSTAINABLE LAND MANAGEMENT DEFINITION. Most Countries has adopted the definition of SLM described in the Framework for Evaluating SLM( FESLM/FAO) produced by Smythe and Dumanski ( 1993); Sustainable land management combines technologies, policies and activities aimed at integrating socio-economic principles with environmental concerns so as to simultaneously; - Maintain or enhance production/services ( productivity). -Reduce the level of production risk ( stability). -Protect the potential of natural resources and prevent degradation of soil and water quality ( protection) -Be economically viable ( viability) and -Be socially acceptable ( acceptability). -5 pillars for SLM

5 SLM is an holistic/integrated approach to land resources development and management.It attempts to balance development with conservation. Land Use Planning ( LUP) is the systematic assessment of the bio- physical, social, and economic factors - provides information and data for SLM. Participatory LUP is the involvement of the stakeholders esp, land owners and users in all facets of LUP. Aims to assist landowners and users to make quality informed decision on land use. LAND USE PLANNING AND WHY ?

6 SUSTAINABLE LAND MANAGEMENT INITIATIVE SUSTAINABLE LAND MANAGEMENT PROJECT Development National Rural Land Use Policy – Completed Fiji and developing Cook Island’s. Under the SPC/GTZ Project we will develop Vanuatu and Tonga’s NRLUP. Technical advise and support UNCCD/GEF funded Capacity Building and Mainstreaming of Sustainable Land Management Project. Monitoring and Evaluation for the SLM Venezuela funded project. Technical advice during UNCCD COP. Provision of land zoning advice – Rarotonga Land Management Mapping.

8 LAND MANGEMENT AND CONFLICT MINIMISATION Growing push for land reform in the Pacific. PNG, Fiji, Vanuatu, Solomon Islands, Samoa, Tonga and others are all undertaking some sort of land reform. Govts and customary land owners recognise that their present and future livelihoods depends on sensible and SLM of their traditional lands. PIFs in 2006, undertook research on LMCM eventuating in the publishing of the “ Improving Access to Customary land and Maintaining Social Harmony in the Pacific ” in 1998. They also developed 12 guiding principles for LMCM. Pacific Forum Leaders in their meeting in Niue,2008 endorsed that SPC develop a regional initiative to support national land reform efforts. It is a new sector in the Pacific Plan. SPC/LRD will implement this regional initiative.

9 AusAID’s PLP- 2006. Objective to support PICTs wanting to make more land available for socio- economic dev. 1 st Phase- identification of a number of innovative practices and key principles for working effectively with customary forms of tenure in PICTs. Publishing of the “Making Land Work 2 nd Phase –began 2008, involves the investment of Aus $54 million for 4 years. AusAID -MAKING LAND WORK – PACIFIC LAND PROGRAM

10 FAO VOLUNTARY GUIDELINES ON RESPONSIBLE GOVERNANCE OF LAND TENURE AND OTHER NATURAL RESOURCES Equitable access to and secure tenure of land and other natural resources is a governance issue. The responsible governance of land tenure can help to reduce hunger and poverty and support sustainable social and economic development. FAO,SPC,USP,SPREP,UNDP and others…had worked together with PICTs to develop the Pacific Voluntary Guideline that will provide practical guidance to states, civil society, private sectors, donors and development specialist on the responsible governance of land tenure.

11 FOOD SECURITY FRAMEWORK FOR THE PACIFIC Food security is a fundamental health and development issue in the Pacific. FSFP was endorsed by all countries which were present at the Pacific Food Security Summit in Port Villa, 20 th of April,2010. The framework outlines the 7 thematic areas related to improving food security. Its purpose is to help guide future actions, policy directions and funding decisions on; 6.Enhancing land tenure systems and land use policies, energy, transport, education, and communication systems to underpin food security.

12 PACIFIC REGIONAL LAND PROGRAM July, 2009, SPC and AusAID agreed to undertake a joint design mission approach – considered because of similar aims, approach and stakeholders associated with the -Land Management Conflict Minimisation(LMCM). -Pacific Urban Agenda. -AusAID Pacific Land Program. 6 th -21 st August, 2009, Joint Design Mission consulted with stakeholders in Fiji, Samoa, Solomon Island and Tonga for rapid design mission. AusAID peer review of the Project proposal. PRLP based on the following premise; -Information sharing and coordination. -Formal Education and professional development. SPC and USP are currently working on the PRL Project proposal which we anticipate to submit by December,2010.
