4 Barcelona Solar Thermal Ordinance 4 legally binding policy strong political commitment is the basis for the development and implementation of this policy needs to be accompanied by communicative and participatory instruments as well as training schemes (more than 500 professionals were trained) Increasing the use of renewable energy by regulating the introduction of solar thermal collectors in order to produce domestic hot water in publicly or privately owned buildings.

6 Urban Quality Protocol of Roma Capitale 6 The UQP is a process innovation that establishes new, cooperative processes for the preparation of plans and projects. Its goals are to ensure: environmental sustainability high quality of buildings certain and effective administrative procedures (incl. streamlining of procedures and process times by about 50%). A tool to be applied to projects of the Strategic Development Plan to ensure the quality of the urban development and the life of the city’s inhabitants.

7 The Stockholm Royal Seaport Project: Overall Programme for the Environment and Sustainable Urban Development 7 Main strength of the PES (steering document for the project): Developed together with relevant stakeholders from the early start on, e.g. various city administrations/departments, energy and water utilities, the public transport company, developers and property owners. transform 236 hectares into a sustainable city district with 12,000 new dwellings and 35,000 work spaces goals include: become fossil fuel-free by 2030, minimise the use of resources, circular economy, participation processes

8 Energy-environmental Annex of the Building Regulations of the City of Turin 8 one of the most advanced regulatory instruments in Italy contains an energy and environmental attachment that brings together the different regulations (European, national, regional, municipal level) Identifies a number of requirements (heat metering, water saving, plants for the production of energy from renewable sources, reuse of rainwater and thermal insulation of external walls ), some of which are mandatory, aimed at energy and environmental quality of processes and building product.

11 Policy recommendation: Incentives for CLUEs Policy statement Use a mix of instruments / incentives Purpose Complements legally binding interventions with communicative approaches and financial incentives to influence the behaviour of local stakeholders Applicability / scope affects various stakeholders, especially private actors such as developers and investors Responsibility municipal administration to design a policy tailored to local framework conditions national or regional government for providing financial incentives
