15 PROFESSIONAL ATHLETICS ADJUSTMENT To be eligible for the professional athletics adjustment, a SA must: *Professional participation equates to a signed contract, making professional roster or a pattern of accepting prize money. Earn eligibility point in last term of enrollment. Trigger professional participation* prior to next academic year (census date/5 th week of class). Professional Adjustment

16 FAQ - PROFESSIONAL ATHLETICS ADJUSTMENT  Football SA completes fall term eligible. He takes the spring term off to train for the draft and signs a professional contract in the summer. Does he qualify for the automatic adjustment?  Same SA is cut from pro roster prior to the census date of the next academic year. Does he still qualify for the automatic adjustment?

17 BEACH VOLLEYBALL COHORT Data Submission Must submit 2015-16 academic year data in fall 2016, only if team meets sport sponsorship requirements per NCAA Bylaw 20. Separate Cohorts For APP beach volleyball will have a separate cohort. Financial aid legislation treats beach volleyball and volleyball as separate sports. Multiple Sports Financial aid hierarchy (Figure 15-3) still applies.

19 BEACH VOLLEYBALL COHORT SA is counter in beach volleyball during initial year of enrollment. SA participates in volleyball during second year of enrollment. SA is a counter in volleyball for initial year of enrollment. Bylaw 15.5.9.5.1 Participation in Volleyball in Second Year of Enrollment.

20 FAQ - BEACH VOLLEYBALL COHORT  SA receives athletics aid and participates on both volleyball and beach volleyball teams. In which APP cohort(s) does she belong?  SA receives athletics aid and participates in beach volleyball in 2015-16. In 2016-17, SA participates in volleyball. In which APP cohort(s) does she belong?

21 PRE-ENROLLMENT FEES Autonomy Proposal 2015-20 Institution may waive, pay in advance or guarantee payment of any institutional pre-enrollment fee. Only for PSA who has signed a National Letter of Intent, written offer of admission/financial aid or submitted a financial deposit. Pre-Enrollment Fees Application fee. Academic testing fee. Advanced tuition payment. Room deposit. Damage deposit for dormitory rooms. Immunization. Etc.

22 PRE-ENROLLMENT FEES  If an institution provides a pre-enrollment expense to a PSA, is the PSA now part of the APR cohort?

23 ONGOING DATA POLICY DISCUSSION  Committee on Academics has authority over APP policy.  NCAA Division I Committee on Academics Subcommittee on Data.  Graduate and postgraduate students.  Current APP policy permits automatic awarding of retention point.  Transfer adjustment review.  Action anticipated this summer.

24 COMMON DATA ISSUES TRACK AND CROSS COUNTRY, MEDICAL- ABSENCE WAIVERS AND POSSIBLE ADJUSTMENTS.

25 TRACK AND CROSS COUNTRY Track and Field Indoor and outdoor now one cohort. Included if: full time, on athletics aid and on indoor or outdoor team. Cross Country Still separate from track. Included if: full time, on athletics aid and on cross country team. Issues Must select “received” aid in cross country for system to include SA in cohort.

26  Many athletics departments only award athletics aid for the “running sports” through outdoor track budget.  If cross country SA receives athletics aid through outdoor track, SA should still be in cross country cohort.  System must think athletics aid was awarded in cross country to include SA in cross country cohort.

27 MEDICAL-ABSENCE WAIVERS Processing APP policy does not require an approved waiver to adjust lost points. Conference has authority to determine policy for medical- absence waivers. Best Practice Work with conference office. Recommend submitting medical-absence waivers for continuing students. Recommend submitting adjustments for departing students.

28 MEDICAL-ABSENCE WAIVERS  If medical-absence waiver is approved AND SA meets all progress- toward-degree requirements with approved waiver, then SA earns eligibility point.  If waiver is approved and SA does not meet all progress-toward-degree requirements (e.g., GPA), then SA receives “medical-absence waiver” for eligibility status.  Medical-absence waivers typically do not apply to the retention point.

29 FAQ – MEDICAL-ABSENCE WAIVER  Football SA withdraws halfway through fall term due to an incapacitating illness.  Conference approves a medical-absence waiver for fall and spring term.  With pro-rated hours from waiver, SA would meet progress- toward-degree requirements after fall and spring term.

30 FAQ – MEDICAL- ABSENCE WAIVERS  Softball SA withdraws halfway through fall term due to an incapacitating illness. Conference approves a medical-absence waiver for the fall term. SA is academically eligible when she returns in the spring.  What if SA did not return?

31 ADJUSTMENTS  Review outcomes and underlying data to identify possible adjustment requests.  “Gray sheets.”  Work with coaches, athletic trainers and SAs.  Who knows the whole story?  Google.  Ask NCAA staff.

35 APP DATA REVIEWS  Cycle One began in 2006.  Process established by the NCAA Division I Committee on Academic Performance to confirm cohort composition and the correct awarding of eligibility and retention points.  All Division I institutions received review of APR or GSR or both between 2006 and 2015.  Committee on Academics confirmed they wanted to continue the process with Cycle Two.

36  Foundational Principles.  To ensure the accuracy of APP data used for identifying institutions and teams of excellence or deficiency under the APP.  To ensure that Division I institutions are accurately certifying SAs for NCAA purposes.  To ensure that all Division I institutions and any Division II and Division III institutions that sponsor a Division I sport receive some level of review each ten-year cycle. APP DATA REVIEWS

37  Forty percent of institutions reviewed during past three data review cycles have had some issue with certification of eligibility.  Issues included:  Misapplication of some portion of progress-toward-degree legislation.  Certification form incorrect or incomplete.  Incomplete or inaccurate policies and procedures.  Of those with issues, 20% of institutions required a campus visit. 42 REQUESTED DOCUMENTATION  Squad lists.  Financial aid documentation (e.g., screen shots from student information system).  Documentation to demonstrate SA met criteria for exception.  2.6Transfer Adjustment – Tracer form confirming full-time enrollment at four-year institution, National Student Clearinghouse report.  Professional Athletics Adjustment – Roster confirming SA was on roster.

43 REQUESTED DOCUMENTATION  Academic certification forms demonstrating a review of each element of the NCAA progress-toward-degree requirements with data (versus a “yes/no”).  Official transcripts (provided by registrar’s office).  Transcripts from previous institutions (for SAs who enrolled as transfers).  Continuing eligibility policies and procedures.  APP data collection and submission of policies and procedures.

44 COMMON RED FLAGS - ELIGIBILITY IssueRed Flags Total hours used for progress toward degree versus degree applicable. Percentage of degree > 100%. Significant number of SAs with greater than 10 hours more than required number of hours for degree. SAs being certified against incorrect major. Major listed on certification form does not match major listed on transcript. Transfer SAs being certified incorrectly. All transfer hours reported as degree applicable for all transfer students. Transfer evaluations completed postenrollment. Double counting of repeated courses. Multiple course attempts for SAs and total hours earned each term used for evaluation of credit-hour requirements.

45 COMMON RED FLAGS – COHORT COMPOSOTION IssueRed Flags SAs who have graduated and exhausted eligibility included in the cohort. Football SAs reported as “PostBacc” included in spring cohort. Incorrect cohort composition. SAs in the APR cohort not on the squad list.
