2 International Atomic Energy Agency Technical Cooperation Programme Strategic goal To increasingly promote tangible socio-economic impact by contributing directly in a cost-effective manner to the achievement of the major sustainable development priorities of each country. Objectives  To produce sustainable benefits within the framework of national development plans.  To gain recognition as a partner in resolving development problems through the cost-effective transfer of nuclear technologies.  To increase the level of funding for technical co-operation activities, particularly from non-traditional sources, and to increase the number of opportunities for direct and “parallel funding” to help resolve development problems.  To strengthen the capacity of institutions in Member States using nuclear technologies to become more technically and financially self-reliant

3 International Atomic Energy Agency Establishment & Vision RCA: Regional Cooperative Agreement for Research, Development and Training Related to Nuclear Science and Technology Intergovernmental agreement established in 1972 Renewal every 5 years Vision: The RCA is recognized as an effective partner in providing nuclear technologies that address socio-economic needs and contribute to sustainable development in the region.

5 International Atomic Energy Agency RCA Stakeholders National RCA Representatives – appointed by Government’s of the MSs and are responsible for all policy matters related to RCA Thematic Sector Lead Country Coordinators – provide technical leadership to each thematic sector Project Lead Country Coordinators – provide technical leadership for each project National Project Coordinators – Coordinate implementation of the project in participating Member States National Project Teams – implement the respective projects under the leadership of the NPCs IAEA – functions as the RCA Secretariat, provides technical backstopping and financial support

6 International Atomic Energy Agency Responsibilities of the National Project Coordinators Provide leadership for implementation of the projects at national level; Provide information on the progress of the projects to the NR of his country on a regular basis; Establish and maintain links with relevant national institutes, and potential end-users; Establish a National Project Team with the approval of the NR, and assign responsibilities for each member;

7 International Atomic Energy Agency Responsibilities of the National Project Coordinators (continued) Recommend to his /her NR the members of the National Project Teams who could be nominated for RCA events and activities and ensure their timely nomination; Prepare Work Plans for implementation of the project at national level (National Work Plans), and monitor the progress of implementation through regular consultations with the Project Team; Submit a progress report of project activities to the PLCC, the Technical Officer of the Project and to the RCA Focal Person through its NR twice a year (end of June and end of December)

9 International Atomic Energy Agency Project Development Criteria for RCA Projects 1. compliance with the RCA Vision and Mission 2. incorporation of regional cooperation as an essential component of the project design and implementation strategy 3. demonstration of the effective utilization of established regional networks and resources 4. added value to previous inputs into the same area 5. predicted socio-economic impact 6.Contribution to Millennium Development Goals

11 International Atomic Energy Agency Lead Time for Implementation - Meetings and Training Courses -  Host Government Agreement: Informal agreement, followed by a formal letter to the Government  Invitation for Nominations: 6 - 8 weeks before the deadline for submission  Selection of Participants: Within 2 weeks after deadline of nominations  Administrative arrangements: 8 weeks

12 International Atomic Energy Agency Important Points in Submission of Nominations The nominees should be Members of the Project Teams nominated in consultation with the NPC Endorsement of the National RCA Representative The nominations should contain sufficient information to ascertain the nominee has the required qualifications.
