1 of 32 Performance Measures and the State of Our Facilities Eric Haukdal MA-50 Office of Asset Management

2 of 32 Agenda Performance Measures & Order 430.1c Update Links to Laboratory Operations Board (LOB) State of Facilities Annual Report (SOFAR) Performance Charts

3 of 32 Performance Measures and 430.1c 1.Inventory DOE’s real property holdings 2.Alignment The degree to which real property assets are linked to core capabilities and mission requirements 3.Functionality Adequacy of real property assets to support operations 4.Condition Level of repair of real property assets 5.Utilization The degree to which DOE activities are using existing space 6.Disposition The degree to which DOE identifies and disposes of excess property 7.Management How well DOE invests in and maintains real property in a sustainable and cost effective manner 8.Data Reliability Completeness and accuracy of real property data used to support and inform real property asset decisions Section 4.e.(1) of the latest 430.1c draft RPAM order establishes the following Performance Measure areas:

4 of 32 Links to LOB Effort Did the Department Make the Investments it Committed to Make? Is the Percent of Adequate Facilities Increasing? Is Deferred Maintenance Decreasing? Is the Square Footage of Underutilized Space Decreasing? Is Excess Space Being Eliminated? Are Annual Costs of Carrying Excess Facilities Declining? Are Fewer Capabilities at Risk due to Infrastructure Deficiencies? Section 4.e.(2) of the latest 430.1c draft RPAM order links performance reporting to LOB efforts through an annual State of General Purpose Infrastructure Report focused on answering the following questions :

5 of 32 SOFAR Will soon start work on developing a new State of Facilities Annual Report (SOFAR) Will focus on the eight Performance Measure areas Will support (or serve as) the State of General Purpose Infrastructure Report Expected completion by end of this calendar year

6 of 32 Performance Charts The following charts show how we can measure and illustrate basic performance in each of the eight performance areas Note that all of the charts below use existing FIMS data elements (and only existing elements) to build the performance measures But keep an eye out for just a couple that use optional FIMS data elements which may not be populated across all programs or types of facilities in the database

7 of 32 1a - Inventory Active/Inactive Total Gross SqFt Filtered by Status Shows the amount of DOE’s active and inactive assets Can use existing FIMS data elements to trends in this area Active/Inactive Buildings & Trailers

8 of 32 1a - Inventory Active/Inactive (cont.) Active/Inactive OSFsActive/Inactive Land Total RPV Filtered by Status Total Acreage Filtered by Status

9 of 32 1b - Inventory Owned/Not-Owned Total Gross SqFt Filtered by Ownership Shows the amount of DOE’s assets that the DOE owns and does not own Can use existing FIMS data elements to show trends in this area DOE Owned/Not-Owned Buildings & Trailers

10 of 32 1b – Inventory Owned/Not-Owned (cont.) DOE Owned/Not-Owned OSFsDOE Owned/Not-Owned Land Total RPV Filtered by Ownership Total Acreage Filtered by Ownership

11 of 32 2 – Alignment Alignment Index Gross SqFt of Assets with Core Capability Identified Total Gross SqFt X 100 Shows the amount of property with Core Capabilities identified compared to the overall amount of property Can use existing FIMS data elements to show performance in this area Alignment Index – Active Buildings & Trailers

31 of 32 Parameters Here’s an example of the parameters used to build one of the Performance Measure charts. It provides the FIMS fields to select in the Ad-Hoc Report tool, other relevant info, and the Excel Pivot Table slicers to use to filter down to the target info. If you’d like a copy of these for all of the PM’s in this presentation, please let me know and I’ll e-mail them to you.
