16 United States Department of Agriculture Animal and Plant Health Inspection Service National Animal Health Laboratory Network NAHLN In 2002, the Animal and Plant Health Inspection Service (APHIS) and National Institute of Food and Agriculture (formerly the Cooperative State Research Education and Extension Service) initiated the network by entering into cooperative agreements with 12 State and university veterinary diagnostic laboratories. These were funded by Homeland Security appropriations.

20 United States Department of Agriculture Animal and Plant Health Inspection Service Augment state and local resources with critical veterinary supplies, equipment, and services; Provide safety emphasis and leadership; Provide national guidance on disease surveillance and eradication strategy; Support the acquisition of resources; Resolve administrative, financial, legal, legislative, and disease control issues; and Coordinate and disseminate information. In the event of an animal disease emergency, the NCAHEM role is to:

21 United States Department of Agriculture Animal and Plant Health Inspection Service National Veterinary Stockpile (NVS) o Provides within 24 hours the critical veterinary countermeasures (such as supplies, equipment, field tests, vaccines, and support services) to ensure States have the resources to fight catastrophic animal disease outbreaks that terrorists or nature may create. o Helps States plan, train, and exercise before an event the logistics operations they will need to manage during an event to receive, store, control, issue, and deliver the NVS and other resources.
