Global Rating for Cambodia -Corruption: 157/170 nations, TI Corruption Perception Index 2014 -Freedom in the World Status: not free, Freedom House 2013 -Rule of Law: 99/102 nations, World Justice Report 2015 -Failed State Index (0-120, higher is less stable): 88, Fund for Peace 2013. -CSO Sustainability Index (4.2): MSI 2014

Government and CSOs relationship -CSOs vary depending on the type of organizations (LNGOs, INGOs, CBOs, & Traditional Associations). -4,000 registered NGOs ( Only 1,315 active) -Gov’t welcomes CSOs working for service delivery rather than policy change and advocacy… -Gov’t welcomes CSOs in the implementation of ISAF to promote accountability at the sub-national level -Several laws (LEMNA, LANGO) recently passed and few pipeline laws (Union law, Cybercrime law, etc.) -Funding relatively decreased (currently, 85% of CSO funds from foreign aids)

Strategies for improving CSOs + Government relationships  Maximize using invited spaces (local, national, regional and international - linkages) to voice concerns and generate supports  Realization of inclusive partnership principles (OGP, Busan, SDGs)  Financial freedom: for addressing structural changes vs project base  Active citizenship (education, mobilization, campaign, citizens monitoring, pro-poor policies)  ICT center-approaches  CSO’s space, sustainability and effectiveness

7. 3. Update on LANGO: Its Implications  No Registration, no any activities allowed  Vague, unclear, open to interpretation: unclear who needs to register and as what? Ex/ neutral, audit if necessary, violate national culture..  Just to provide legitimacy for the government  Create fear, self censorship, particularly for CBOs and Human Rights NGOs……. -Registration cost -Reporting and administrative cost

Update on LANGO: Its Implications (Cont.)  Report on Bank Account within 30 days  Report on adjustment or changes within the organization  INGOs shall sign MoU with MoFA/IC and line ministries  Comply with Taxation, Immigration or Labor Law  Submit its annual activity and financial report  Check and audit an association and NGOs (if necessary).  Sanction, fine, and omit from the list of NGOs/Associations.
