Diesel Exhaust 3 General Health Concerns: Short- and long-term exposures to PM 2.5 can; Exacerbate Allergic Responses, Decrease immune system efficiency, Cause cardiovascular effects, Cause respiratory effects, Increase mortality. Strong evidence that long-term exposures to PM 2.5 can cause cancer http://www.epa.gov/ncea/pdfs/partmatt/Dec2009/PM_ISA_full.pdf

Diesel Health Effects EPA estimates 11 million diesel vehicles without pollution controls 2.6 million tons NOx 11,000 tons of PM 8,300 premature deaths 17,000 acute bronchitis in kids 360,000 asthma attacks 1.5 million lost work days 7,100 hospital visits 2,400 ER visits Carcinogenic-WHO 4

Davis County Health Assessment High Asthma Highest in Utah/nation High Autism Twice the national average Harvard study High Suicide New U of U study 5

Davis County Pollution NOx and PM 2.5 have been going down every year for the last 10 years while our diesel program has been operating in Davis County. Non-Attainment for PM 2.5 6

Davis County Program OBD The following diesel fueled vehicles may be tested at independent certified testing stations: 1996 and newer light duty vehicles (under 8500 LB GVWR) 2008 and newer medium duty vehicles (8501 LB GVWR to 14000 LB GVWR) Opacity Test Diesel fueled vehicles that must be tested at the Technical Center in Kaysville: 1995 and older light duty vehicles (under 8500 LB GVWR) 2007 and older medium duty vehicles (8501 LB GVWR to 14000 LB GVWR) All heavy duty vehicles (over 14001 LB GVWR) 7

Particulate Matter/Opacity Study Opacity does help identify “dirty”, under maintained vehicles. The majority of the PM measured was PM-2.5 not PM-10 High opacity readings accurately represented high PM emissions 8

One micron ( µm) is one-millionth of a meter, or 1/1000 of a millimeter – 0.001mm. 1 µm = ~0.000039” Respirable Dust, or Fine Particles which are 2.5 µm and smaller will penetrate into the gas exchange regions of the lungs. 11

Based on averaged peak concentration values measured during 9 evaluation runs, a vehicle that fails the Davis County Diesel Opacity inspection will have: 12
