4. FACTOR 4 – All Applicants This factor addresses the ability of the applicant to increase capacity by developing partnerships and securing resources that can be combined with HUD’s FHIP funds to achieve the program purposes. TEP Evaluators will award points based on how much non- FHIP resources you have listed and how firm the commitment of those resources in relation to the project’s total cost. Resources means: How much funding and/or in-kind contributions have the applicant secured from outside sources. 4

FACTOR 4 – All Applicants Examples of In-Kind Resources are: Monetary donations Office space Equipment Labor services Contributions from affiliates, subsidiaries, divisions, or employees of the applicant DO NOT qualify as an in-kind contribution. Legitimacy of this information will be re-assessed by your HUD-FHEO GTR and/or GTM. (Note: Donations other than monetary goods will result in Fair Market Value (FMV) being applied to the contribution.) 5

6. FACTOR 4 – Letters of Support There are no point awarded for “general letters of support” that endorse your project from organizations, elected officials at the local, State, or national levels, and/or community individuals. If you cannot show support of at least 10% non-FHIP resources, you will not receive points under Factor 4. Points are assigned based on the following: 6 Points Awarded Leveraging Resources 1 10 - 30% of project cost from non-FHIP resources 2 30% or more project cost from non-FHIP resource or less than 30% of total costs from non-FHIP resources and firm letter of commitment from a FHAP which, when combined, exceed 30% of total project costs.

FACTOR 4 – Letters of Support (cont’d) Each letter of firm commitment or document must include the following:  Sent on the donor’s letterhead.  Identify resources and timeline for their use in the project.  Letter must identify any affiliation with the applicant.  Identify sources and amounts of leveraged resources.  Describe how resources will be used under your SOW.  Include date and signature of individual or organization official legally able to make the commitment.  If resources are in-kind or donated goods, the letter or documentation must detail their fair market value and how it was determined. 7

8. PEI applicants are eligible to receive a 3 year funding but should identify resources annually. Example: An organization donating money or services to the organization’s FHIP project in the amount of $20,000;however, the letter does not clarify that the $20,000 will be awarded annually for the 3-year term of the grant, or if this is the total committed amount. It cannot be assumed by the TEP that this amount will be donated each year for 3 years, therefore, the TEP panel has been instructed to count this $20,000 only once in computing the percentage of in-kind non-FHIP resources for this applicant. The use of funds from an applicant’s personal investment accounts or “previously established” investment accounts may be determined to qualify as in-kind resources. 9. FACTOR 5 ACHIEVING RESULTS AND PROGRAM EVALUATION - 10 Points 9

10. FACTOR 5 This factor measures the applicant’s commitment to assess its performance to achieve the projects’ proposed objectives and goals. To meet this factor requirement, applicants must submit a completed HUD Program Outcome Logic Model (eLogic Model; HUD-96010). The eLogic Model is an Excel database workbook. Evaluators on the TEP will assess your entire application based on how effective your proposed activities will be in providing the most effective fair housing education and enforcement using your proposed budget. Evaluators will also assess your response to this factor to determine how you plan to evaluate or measure your own planned goals and objectives. If awarded, HUD will monitor this information in your e-Logic Model. Further, we have developed questions on how HUD will evaluate your grant once funded. The TEP panel will access the relationship between the organizational experience, need, policy priorities, Budget, and the proposed outcomes. Applicants that submit narrative responses instead of an eLogic Model form will receive no points under Factor 5. 10
