6 VG Program Overview VG is an exercise program sponsored by United States Northern Command (USNORTHCOM) and supported by the National Guard Bureau (NGB) The program provides the National Guard an opportunity to improve cooperation and relationships with their regional civilian, military, and federal partners in preparation for emergencies and catastrophic events

MPMs provide additional opportunities to settle logistical and organizational issues that may arise during planning. The MPM is a working session to discuss exercise organization and staffing concepts, scenario and timeline development, scheduling, logistics, and administrative requirements. It is also a session to review draft documentation (e.g., scenario, Exercise Plan [ExPlan], Controller and Evaluator [C/E] Handbook, MSEL). Selected planners should conduct a walkthrough of the proposed exercise sites. 14 VG 17-1 (CALNEVA) Mission California and Nevada host a Full Scale Exercise (Vigilant Guard 17-1) in the vicinity of Southern CALNEVA that stresses the region’s response capabilities from 14 Nov 2016 to 20 Nov 2016 in order to train, develop, and refine joint functions by executing the Regional Response Plan, the Dual Status Commander process, and collaborating and integrating with state and federal partners. 14

15 The Exercise Directors’ Intent
VG17-1 will integrate federal, state and local stakeholders for an all-hazards catastrophic level incident in Southern California and Nevada beyond an “initial entry” timeframe. VG will test service members disaster response operations at the tactical level, test logistics resupply within the joint area of operations, improve command and staff coordination across multiple agencies and command posts, establish a viable path for a Dual Status Commander and validate procedures for NG integration within the regional response framework.

Objective 1: Unified Area Command Exercise regional unity of effort based on regional/state response plans, the Unified Command Group (UCG), the Joint Interagency Coordination Group (JIACG) model and multi-state Dual Status Command (DSC) frameworks (JTF-40 / JTF Battle Born). Exercise Region IX CBRN Response Enterprise (CRE) capabilities in coordination with local first responders to improve operational proficiency. Potentially interact with the Region IX Regional Coordination Center Exercise regional knowledge management tools and data sharing software that includes military and civilian partners delivering a comprehensive Common Operational Picture (COP) for all participants Core Capability: Operational Coordination UNCLASSIFIED

Objective 2: Integration Reinforce the NIMS and Incident Command System (ICS) tenets through Incident Action Plan (IAP) development and implementation into National Guard Civil Support (NGCS) operations. Execute NGCS missions and refine processes and procedures for enhanced interoperability with State/Federal government agencies Conduct inter-state Incident Awareness and Assessment (IAA) integration and synchronization through a collaborative assessment plan and situational awareness. Exercise regional unity of effort based on state/regional response plans, the JIACG model and multi-state DSC frameworks. Conduct Regional JRSOI. Exercise and validate full-depth CBRN Response Enterprise (CRE) doctrine. Exercise CRE Air mobility operations. Validate tactical level response capabilities for all hazard operations IAW NIMS and ICS protocols. Assess and refine SOPs for T10 coordination and integration. Clark County and several surrounding areas will feel impact with fatalities and damage to major infrastructure (airports, mass transit, bridges, ports and roads) as well as lifelines (water, potable water, wastewater, electrical power, communications and natural gas). The damage is compounded by the fires that occur due to downed wires and ruptured gas lines. Eight counties are heavily impacted (Imperial County, Kern County, Los Angeles County, Orange County, Riverside County, San Bernardino County, San Diego County and Ventura County) with fatalities and damage to major infrastructure (airports, mass transit, bridges, ports and roads) as well as lifelines (water, potable water, wastewater, electrical power, communications and natural gas). The damage is compounded by the fires that occur due to downed wires and ruptured gas lines. A high number of displaced citizens leaving the impacted area and first response agencies moving to administer aid will congest available ingress and egress routes.
