6 Background and Justification FDI & MNEs in Vietnam Total number of FDI projects (up to 2011): 13,496 Total registered capital: 195 billion USD The largest FDI investors (respectively): Korea, Taiwan, Singapore, Japan, British VirginIslands, the US, Hong Kong. Key investment sectors: Electronics, processing, manufacturing.

7 Background and Justification Challenges for TU From 1986, the country pursue renovation and market economy. In that context, TU faces many challenges. Apart from advantages: more opportunities economic growth, improved living standard… New problems arised: - Gap between rich and poor - Inequalities, environment degradation, social problems… - Labor migration - Labor exploitation - Job insecurity - Complex labor relations: increasing labor undress and disputes (from 1995-2008: more than 2700 strikes and industrial actions) - Violation of labor Law and regulations by employers (wage, type of work, social security, OHS…) - Culture clash, anti- union attitude - Weakness of part of trade unions reps who have difficulties to adjust themselves to market economy - Problems from workers themselves (education, understanding of law, industrial working style)

8 Target Group and Parties involved in the Workshop Leaders and officials from ILO Hanoi, Vietnam – Observer and Consulters Leaders and officials from Vietnam Ministry of Labor, Invalids and Social Affairs (MOLISA) - Observer and Consulters Leaders and officials from VGCL (Department of Policy, Dept. of Organizing, Dept. of Women Activities & Dept. of International Relations) – Organizer and Trainers Trade Unions leaders and unionist from MNEs workplace unions and Provincial Federations of Labor where the MNEs operate – Participants Media sectors

9 Objectives of the Workshop Encouraging the positive contribution that MNEs can make to economic and social progress and to minimize the negative impact of their operation Helping unions to advocate for the adoption and utilization the policies and principles contained within the MNEs Declaration. It is very important to maintain and improve the situation of workers Help unions in discussing economic and social issues with government in order to audit or evaluate the behaviors of MNEs Promoting organizing and membership in MNEs

12 Expected Outputs At the end of the workshop, MNEs unionists will have learned clearly about the ILO MNEs Declaration and they can apply effectively in their unions Each MNEs union should submit a monthly report about their union situation related to ILO MNEs Declaration to the VGCL Consultation Forum or they can share information and difficulties.
