Environmental Requirements Appointment of Environmental Control Officer (ECO), Qualification/ Training & Past Environmental Experience  All construction activities should have an ECO who will ensure compliance of conditions contained in an Environmental Authorisation (EA), Water Use License (WUL) and/or Environmental Management Programme (EMPR).  ECO will check to make sure that you are doing what is required from a Health, Safety and Environmental point of view.  The ECO will conduct inspections every two weeks.  Report the progress to Eskom and the Contractors.
