3 ROUND LAKE HEIGHTS POLICE DEPARTMENT Crime Free Housing Renewal Course The Round Lake Heights Crime Free Housing Renewal Course is being offered to all residential property owners and property managers who must complete the mandatory renewal training every three years as required by Village Ordinance 2006-O-14 This renewal course is not a substitute training program for first time participants. It is available only to those who have previously attended a training session with the Village of Round Lake Heights or a training session that is substantially similar, offered by another jurisdiction where the property owner currently owns or previously owned rental property. Eligibility for this on-line renewal re-certification course: A Crime Free Housing Certificate must be on file with the Village of Round Lake Heights as having been previously certified. That certificate must not be expired by more than 30 days. Crime Free Lease Addendum’s for all properties within the Village of Round Lake Heights must be signed by the tenant and landlord/property manager and be on file with the Village.

4 ROUND LAKE HEIGHTS POLICE DEPARTMENT Crime Free Housing Renewal Course If you have not completed the initial training program or have never acquired a Crime Free Housing Certificate though the Village of Round Lake Heights or a qualifying reciprocal jurisdiction, please STOP here. You are not eligible for this on-line renewal course. To register for a Crime Free Housing Class that are held at various days & times at the Round Lake Heights Village Hall, please contact Program Coordinator Cindy Thommes at: CrimeFreeHousing@rlhpd.org

5 All property owners that rent or a lease a home or apartment in Round Lake Heights are required to satisfactorily complete the mandated Crime Free Housing training and maintain that certification at all times that they continue to rent or lease property within the Village. The initial training and certification is valid for 3 years. Renewal of the certificate is also valid for 3 years. The purpose of the renewal training is to make landlords and property owners/property managers aware of changes in the laws and Ordinances relating to the renting/leasing of property within the Village of Round Lake Heights and to re-emphasize your responsibilities and those of your tenants. Initial certification and renewal certification every 3 years is mandatory per RLH Ordinance. Properties not in compliance will not have Occupancy Inspections scheduled or water service established until all conditions are met. We know you have busy schedules so we have developed this on-line version of the traditional classroom renewal course. It allows you to view at your leisure, the changes that may have occurred since your initial certification or last renewal certification class. Perhaps some property owners don’t reside near Round Lake Heights or even out of State. With that in mind, we are pleased to offer this renewal course on-line.

6 CRIME FREE MULTI-HOUSING On-Line Renewal Course This on-line renewal course is available to you ONLY if you answer YES to each of these statements: I have an initial certification in the Crime Free Multi-Housing program by the Round Lake Heights Police Department or another qualifying reciprocal jurisdiction that has not lapsed by more than 30 days. I currently own property that I rent/lease that is in the Village of Round Lake Heights. All properties are in good standing with the required Crime Free Housing Lease Addendum signed by tenant and Landlord and on-file with the Village.

7 Please read through this presentation. There will be a test at the end. You must forward the Renewal Certification Test and supplemental information sheet to the e-mail address provided (cut & paste). You may also print the test and supplemental information page and FAX it to (847) 546- 9729 or send through the US Mail to Cindy Thommes, Crime Free Housing Coordinator 619 W. Pontiac Court Round Lake Heights, IL 60073 We must receive the test results and supplemental information sheet within 21 days of the initial e-mail date. 2016 Crime Free Housing On-Line Renewal Round Lake Heights Police After you have submitted your test answers, they will be reviewed and an e-mail acknowledgement will be sent to the e-mail address you provide. Your renewal certificate will be scanned and e-mailed to you and if you wish, a paper copy of the certificate can be mailed to you at the address you provide. Please be sure that your e-mail address and your physical street address are correct and legible. We have attempted to make this entire process simple and convenient. 8 ROUND LAKE HEIGHTS POLICE DEPARTMENT Crime Free Housing Renewal Course The Crime Free Housing Program was developed by Timothy L. Zehring, from the Mesa Arizona Police Department. His creation and dedication to this program has made the Crime Free Multi-Housing program successful nationwide. The Crime Free Addendum is the most important tool of the Crime Free Housing Program. Every tenant and property owner/Landlord must sign this document. It must be on-file with the Village prior to the scheduling of Occupancy Inspections and before water service can be established and water turned on. In Round Lake Heights, water service is in the tenants name. A Landlord can ask that a duplicate copy of the water bill be mailed to them so they can monitor the balance and ensure it is not being ignored. If a tenant is near the end of their lease or they intend to just move out unannounced, a large or growing water bill may be an indication of their intent to not pay the bill. Outstanding water account balances are the responsibility of the Landlord/property owner and must be paid before new water service account will be established. Please include the Addendum as part of the lease you require the tenant to sign. 9 ROUND LAKE HEIGHTS POLICE DEPARTMENT Crime Free Housing Renewal Course Landlord Responsibilities: As the owner of the property, the Landlord is responsible for the condition of the property and for the criminal and/or nuisance conduct of the tenants placed there. Property owners/Landlords that do not comply with the terms of the Crime Free Housing Program including the Crime Free Lease Addendum are subject to the loss of their Crime Free Housing certification. The consequences of that loss of certification means that no Occupancy Inspections will be scheduled, thus no permits will be issued, the water service will be turned off and a new account shall not be established unless/until the terms of the Crime Free Ordinance are met. A Summons to appear before the Round Lake Heights Administrative Review Hearing Officer or to Lake County Circuit Court may also be issued.

10 ROUND LAKE HEIGHTS POLICE DEPARTMENT Crime Free Housing Renewal Course Violations of Crime Free Housing: As the owner of the property, the Landlord is ultimately responsible for the condition of the property and for the criminal and/or nuisance conduct of the tenants placed there. If a tenant is removed from your property for a qualifying offense or a series of qualifying offenses of the Crime Free Housing Ordinance, the Landlord will have the support of the Village and police department, but the costs and expense of the eviction shall be the responsibility of the Property Owner/Landlord. The Round Lake Heights Police Department offers all Property Owners/Landlords the option to be notified whenever a qualifying offense has occurred or when any situation exists that is cause for concern to the Property Owner or the neighborhood in general. A record of each such Property Owner/Landlord notification shall be made by the Round Lake Heights Police Department. If the notification is not for a listed qualifying offense, then the courtesy call makes the Landlord aware of a situation or condition that could, if left unaddressed, become a nuisance or qualifying offense, and gives the Landlord the opportunity, at his/her discretion, to address the situation with the tenants before it becomes larger.

11 ROUND LAKE HEIGHTS POLICE DEPARTMENT Crime Free Housing Renewal Course Violations of Crime Free Housing, con’t: In the event of an incident that violates the Crime Free Housing Ordinance, the Property Owner/Landlord will be notified by the Round Lake Heights Police Department. Recommendations or Instructions on how to remedy the condition will be provided. The Crime Free Housing Ordinance allows for the eviction of a tenant with qualifying violation(s) for the safety of the community and/or for the quiet enjoyment of the residents of the neighborhood/community. A tenant who is evicted from any property within Round Lake Heights because of violation(s) of the Crime Free Housing Ordinance, cannot lease or rent another property within the Village of Round Lake Heights.

12 ROUND LAKE HEIGHTS POLICE DEPARTMENT Crime Free Housing Renewal Course Benefits of Crime Free Housing: The anticipated and actual benefits to participating in good faith in the program are: Less headaches and frustration to Landlords Quiet enjoyment of the neighborhood. Reduced calls for police service. More stable resident base. Reduced exposure to civil liability. Long-term tenants that take pride in the property the live in.

13 ROUND LAKE HEIGHTS POLICE DEPARTMENT Crime Free Housing Renewal Course When drug criminals and other destructive tenants operate out of rental property, neighborhoods suffer and Landlords pay a high price. That price may include: Decline in property values – particularly when the activity begins affecting the reputation of a neighborhood. Property damage arising from abuse, retaliation or neglect or even property damage from police raids. Fire damage resulting from manufacturing or growing operations. Civil penalties including fines, fee’s loss of income from temporary closure, or even seizure, of property. Loss of rent during frequent tenant changes. Significant increases in repairs needed to meet code or rental standards. Fear and frustration when dealing with dangerous and threatening tenants. Increased anger and resentment between neighbors and Landlord and neighbors and tenants, which typically result in dramatically increased calls for police service. The loss of other valued tenants in the neighborhood, typically resulting in overall decreased rental rates.

14 ROUND LAKE HEIGHTS POLICE DEPARTMENT Crime Free Housing Renewal Course The overall goal of the Crime Free Multi-Housing Program is to build a cooperative effort between property owners/management, tenants and the police department in keeping illegal and nuisance activity out of rental property for the safe and quiet enjoyment of everyone in the community. The program takes a pro-active approach to crime prevention, rather than a reactive approach. Although crime will not be entirely eliminated, Crime Free Multi-Housing participants quickly make it known that their rental community will not tolerate criminal and nuisance behavior of it’s tenants. If legal advice or other expert assistance is required, the services of a competent professional person should be sought. 15 ROUND LAKE HEIGHTS POLICE DEPARTMENT Crime Free Housing Renewal Course Active Property Management Require in your lease that there will be, quarterly, semi-annual or annual inspections. Conduct these inspections! (but do so legally) This will show you how YOUR property is being cared for. The worst time to screen your applicant is AFTER they move in. Charge an application fee. Most Landlords do. If a potential renter is interested, they’ll pay for it. You can always return it or deduct it from their first months rent as a goodwill gesture. Use the Crime Free Addendum Always perform a criminal history and credit check. Have a fair screening process. This must be followed or you may find yourself in court. If complete, you will receive a scanned Crime Free Housing Renewal Certificate via e-mail and a printed certificate via US Mail if you indicate you want a paper certificate. If incomplete, you will receive further instructions. Please, provide the information requested at the bottom of the Renewal Test (Supplemental Information Sheet) Submissions without the requested information will be deemed incomplete and no certificate will be issued.
