Genuine equality means more than parity in numbers or laws on the books; it means expanding freedoms and improving overall quality of life so that equality is achieved without sacrificing gains for males or females.” USAID Gender Equality and Female Empowerment Policy, 2012 a state at which men and women receive equal treatment in all aspects of life; in law, in social situations, in democratic activities, or in securing equal pay for equal work.

The gender analysis should also identify potential adverse impacts and/or risks of gender-based exclusion that could result from planned activities.
