10 Decentralised educational system Education management, incl. distribution of the responsibilities between the state and municipalities, it may concern management of school network, financing of the schools etc, it is all part of the social agreement In Estonia - decentralised education management.

Area of activity The Tallinn Education Department 's area of activity is the managing of educational issues in Tallinn and administration of general, vocational and hobby (special interest) education in the city's municipal educational institutions and other institutions administered by the Education Department.

23 Hobby education 9 hobby schools In hobby groups of general education schools there are 25 540 students and 259 different subjects The hobby classes are mostly free Some classes cost according to the prices set by Tallinn city government Cooperation between school, hobby school and NGO/private hobby school
