Managed by UT-Battelle for the Department of Energy Presented at: The Oak Ridge Regional Emergency Management Forum David Milan Manager, Emergency Management Group Pollard Auditorium October 18, 2007 Oak Ridge National Laboratory Emergency Management Program and Laboratory Update

2Managed by UT-Battelle for the Department of Energy Presentation_name  World’s Best neutron science facility: the $1.4 billion Spallation Neutron Source  Nation’s largest concentration of open source materials research  Nation’s largest energy laboratory  $300 million modernization ORNL is DOE’s Largest Science and Energy Laboratory  $1 billion budget  4,100 employees  30,000 researchers and guests annually  Nation’s largest unclassified scientific computing facility ORNL’s mission is to conduct basic and applied research that provides innovative solutions to complex problems.

3Managed by UT-Battelle for the Department of Energy Presentation_name ORNL’s Agenda Supports DOE’s Mission  Neutron Sciences –HFIR on regular operating cycle/schedule –SNS  Advanced Materials –Center for Nanophase Materials Sciences attracts top talent  Ultra-Scale Computing –Significant advances made in computing upgrades  Systems Biology –Joint Institute for Biological Sciences nearing completion  Advanced Energy Systems –Near-Zero Energy Homes in Lenoir City  National and Homeland Security –Increased programmatic initiatives with the DHS  Community Relations in Education –ORHS improvements –Incentive pay for science and math teachers 3Managed by UT-Battelle for the Department of Energy Director’s Forum_0709 Our current S&T initiatives

4Managed by UT-Battelle for the Department of Energy Presentation_nameDirector’s Forum_0709 Our customers and mission assignments have changed over the past few years ORNL in FY00 ORNL in FY07 Cleanup Science Energy National Security Other DOE WFO Capital/ construction Science Energy Cleanup National Security Other DOE WFO Capital/ construction

5Managed by UT-Battelle for the Department of Energy Presentation_name The makeover of the Laboratory has been fast-paced with new facilities completed or nearing completion Chestnut Ridge/Spallation Neutron Source New East Campus New West Campus

6Managed by UT-Battelle for the Department of Energy Presentation_name Aggressive Infrastructure Investments  Joint Institute for Biological Sciences will be operational in November  West Campus landscape enhancements will start  User Housing Facility construction to start this year  Joint Institute for Neutron Sciences design is out for bid (construction to start late this year)  Expanded chillers and electrical infrastructure to feed Tennessee Office Building and Computational Sciences Building 6Managed by UT-Battelle for the Department of Energy Director’s Forum_0709

7Managed by UT-Battelle for the Department of Energy Presentation_name Progress on replacing Building 4500 capabilities Multi-Purpose Laboratory Facility will be 150,000 ft 2 –Detailed design scheduled to be initiated in FY08 –Will consolidate existing wet-chemistry laboratories 7Managed by UT-Battelle for the Department of Energy Director’s Forum_0709

8Managed by UT-Battelle for the Department of Energy Presentation_name ORNL is seeking funding for serious work on the Central Campus in FY10  188 facilities will be removed (Integrated Facilities Disposition Project)  All of our legacy materials will be addressed  New waste treatment systems will result

9Managed by UT-Battelle for the Department of Energy Presentation_name Oak Ridge S&T Park is intended to bring commercialization partners to ORNL  The goal is to provide space where collaborators can interact with us daily  Construction of two facilities scheduled to start in FY08  Will require interaction with emergency management and other support organization to evaluate site impacts

10Managed by UT-Battelle for the Department of Energy Presentation_name ORNL provides an open research environment while protecting DOE assets and the public  Our facilities and operations are designed to provide a safe and secure work environment 10  Robust fire, emergency medical, hazardous materials and security response forces are available to respond to any incident that may occur

11Managed by UT-Battelle for the Department of Energy Presentation_name ORNL’s objective is to provide an efficient and effective emergency management system Extensive training improves effective emergency response  Training Coordinator and Drill and Exercise Coordinator responsibilities separated and individuals hired to fill these positions  Drills: Conducted 18 drills and 7 exercises  Participated in the DOE-ORO sponsored Wildland Fire and Pandemic Planning Tabletops  Completed the Emergency Response Organization Training Matrix  Qualified 22 personnel as new members of the Emergency Response Organization

12Managed by UT-Battelle for the Department of Energy Presentation_name ORNL’s objective is to provide an efficient and effective emergency management system Improvements in processes and protocols enhances operational efficiencies  Enhanced operational efficiencies in emergency management by integrating the Emergency Preparedness and LSS staffs into the Emergency Management Group  Appointed new Laboratory Shift Superintendent Leader  Completed effectiveness reviews of the revisions of the reformatted / revised Emergency Action Level documents  Completed revision of all Hazard Surveys  Completed revisions to 36 EP / LSS procedures or checklists  Completed a comprehensive assessment of the Public Warning Siren System  Completed the triennial SBMS EMS Maturity Evaluation  Fire Department staff increased by one FTE to help with increased inspection, testing, and maintenance  The Fire Department completed the Baseline Needs Assessment  Level 1s for ESH&Q and F&O initiated improvements in the FMT with the appointment of the ESH&Q Operations Manager as the “champion.” Equipment purchased and facility improvements initiated.

13Managed by UT-Battelle for the Department of Energy Presentation_name ORNL’s objective is to provide an efficient and effective emergency management system Benchmarking external organizations provides opportunities for improvements and change  100% of corrective actions associated with the 2005 HS-63 Office of Emergency Management Oversight Assessment of ORNL were completed on or ahead of schedule.  Benchmarked the Fulton Co. 911 Services Center to identify areas for improvements in LSS operations. Procured training from RSCC.  ORNL EM provided technical support to BNL in preparation for BNL’s response to the HS-63 visit. The visit also provided excellent insight to emergency management operations at another DOE-SC Laboratory.

14Managed by UT-Battelle for the Department of Energy Presentation_name Hazardous materials on-site that may result in operational emergencies based on EPHAs ChemicalRadioactive Ammonium PersulfateActivation Products (Co-60, Fe-59, etc.) Lithium HydrideFission Products (Cs-137, Sr-90, etc.) Nitric AcidOther Radioactive Materials (Ra-226, Th-232, etc.) Sodium HydroxideTransuranics (Pu-239, Cm-244, etc.) Sulfuric AcidUranium (various isotopes) Thorium Nitrate Zinc Bromide

15Managed by UT-Battelle for the Department of Energy Presentation_name Technical Basis update – number of facilities based on the current EPHA that result in classifiable operational emergencies Emergency Class Radionuclide / Chemical Material ASAEGE 1690Chemicals 19268Radionuclides Hazard Surveys (HS) were completed for all ORNL facilities in FY07 HS screening eliminated 2 EPHAs Procurement process instituted to provide advance information regarding anticipated increase in chemical inventory or introduction of new chemicals
