Promising HEPA policy levers for Florida 21 st CCLC Shared use Updating licensing laws Leveraging CACFP Healthy out-of-school time voluntary recognition program

 Nutrition standards— MyPlate (2011) or MyPyramid (2005)  Mix of indoor/outdoor activity—no time requirements  Screen time limits for >2 yrs old – no more than 2 hours/day  but not for family providers

Florida licensing context Licensed school age care -- kids up to 5 th grade Many OST providers are exempt:  Programs located on school sites  Programs that provide strictly instructional/academic services  Programs serving kids in grade 6 and up exclusively  Programs that:  Operate for less than 4 hours/day (although can go longer on in-service days, etc.)  Do not provide transportation  Allow kids to come and go without adult supervision  Don’t serve food, except through the Afterschool Meals Program or packaged or vending machine food

Options  Update standards  Incorporate into child care licensing  Incorporate into Florida’s Gold Seal Quality Care  Offer supplemental reimbursement  Expand coverage to 3 meals plus a snack

Key considerations Support is crucial (technical assistance, incentives, grants) for providers Unintended consequences—such as driving providers out of licensed care, discouraging providers from serving food Limited reach – only licensed or participating providers

Healthy OST Recognition Approach Calif. DASH law HEPA focus OST focus Statewide Website-based Voluntary Self-certification Marketing tool for providers

Key considerations Voluntary = real progress? Consistency with licensing, QRIS, CACFP — when it makes sense Tailoring for exempt OST providers Expectations/standards are clear Meaningful monitoring Support (technical assistance, grants) for providers
