3 Request for Comments and Capabilities 1. Identify any competition barriers. 2. Based upon your experience, provide comments and/or questions on the work, scope, and timeline in the PWS. 3. Identify current work or recent work performed that is similar in nature to this work, including the federal agencies or other organizations such as philanthropies for whom the work is being performed or was recently performed. 4. 5 Procurement Strategy The estimated period of performance includes a 12 month base period and four 12 month option years. Procurement will be firm-fixed-price We have not yet determined if this procurement will be set aside for small business. 5

6 Webinar Scope Key Point: This contract has multiple tasks requiring a variety of skills and experience. Contractors can collaborate and submit one proposal with a lead contractor and sub-contracts. 6

7 Career and Technical Education This activity is authorized under sections 113 (b) (2a) and 114 (c)(1) of the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins Act), which authorizes research, development, dissemination, evaluation and assessment, capacity building, and technical assistance with regard to career and technical education (CTE) programs. 7

8 Career and Technical Education (CTE) CTE provides youth and adults with integrated academic and technical knowledge and skills necessary to succeed in postsecondary education as well as the 21 st century workplace. Services are primarily provided in high schools or career centers at the secondary level and community colleges at the postsecondary level. 9 National Context Growing national consensus that all young people need to be prepared for college as well as careers To ensure that all students are college- and career-ready, key educational stakeholders, along with the employer community, are in general agreement that students, workers, and job seekers must possess three types of skills: academic, technical, and employability. 9

10 Key Technical Areas Database management Web design and integration with databases including on-line portals for data submission Experience with hosting (on own servers or on cloud) websites and meeting all federal and Department security requirements (see PWS) Organizing and hosting webinars for education professionals, including identification of subject matter experts (Preferably in CTE) DRAFT10

12 Objective Objective: This procurement will have 4 tasks: (1) Project management; (2) Maintain and seek improvements in the existing Perkins Information Management System (PIMS) and its five existing data submission portals, and (3) Maintain and update as necessary the Perkins Collaborative Resource Network which is a website designed to inform the public and state CTE professionals about the Perkins IV (and soon Perkins V) legislation and state- level programs; and, (4) Provide technical assistance to state-level CTE professionals thru webinars, conferences, and on-site consultations to deliver CTE training to learners. 12

13 Goals Maintain Existing PIMS and associated web portals Maintain existing PCRN existing public-access website, and Provide support to states in conjunction with OCTAE to help CTE leaders implement best practices in delivering program to learners. 13

14 Requirements Key Points: OCTAE is looking for expertise in website design, database development, and dissemination of education. Contractor should understand latest trends and policy implications in key areas including: Collecting data from on-line submission Designing user-friendly data portals Good website security practices Delivering CTE training thru webinars 14

15 Hallmarks of Quality Responses in Capability Statements Demonstrate superb website design skills, Demonstrate exceptional understanding of database software and design practices as well as queries. Demonstrate experience in operating a federal website meeting all security and other requirements for an ATO Offer subject matter expertise in career and technical education, adult education, and workforce development, Offer excellent partnerships and sub-contractor relationships that meet objectives, and Show strong communication skills as well as contract management skills. 15

16 Tasks Task 1: Manage Project Task 2: Manage Perkins Information Management System Task 3: Update and improve the Perkins Collaborative Resource Network public information website Task 4: Create and disseminate new best practices materials in support of the Career and Technical Education. 16

17 Task 1: Project Management 17 OCTAE is looking for a high-quality Project Management Team If team includes sub-contractors or partners, vendor should fully describe the partnership and its benefits to OCTAE Capacity to implement new ideas and strategies

18 Task 2: Manage PIMS 18 OCTAE currently has an existing PIMS and five associated data submission portals to collect data from CTE professionals in various states. This system must be maintained, and where possible, improved. Numerous reports must be developed and available for use. Finally, the data must be adequately archived to ensure its availability.

19 Task 3: Manage the PCRN 19 This public information website has to be updated with 35-60 new items per month. OCTAE is looking for innovative presentation techniques to make the information more useful and enticing to potential users.

20 Task 4: Disseminate new materials in support of CTE best practices 20 Conduct an annual in-person “institute” Conduct 3X per year regional webinars for 100+ participants plus one annual high interest webinar Provide technical support to states in delivery of CTE programs. Help prepare an annual Report to Congress using data collected during the above and using data collected in PIMS.
