2. 2 Objectives Focus on a results-based approach to achievement of overall goals Provide a planning framework linked to the future WATSAN Sector MTEF and annual budgeting process to maximise scarce natural and financial resources in Namibia Enhance the capacity of WATSAN Sector to deliver services effectively and efficiently to meet National Development targets Support the decision-making by regional and head office managers through performance monitoring. 3. 3 Requirements WATSAN Development plans should be broken into manageable/measureable activities Mechanisms to ensure accountability for results are defined across Government at Inter-ministerial level and cascaded to individual managers. The same indicators should be used by Development Partners and WATSAN Sector Collaborators and Suppliers Tools and processes for monitoring and measuring the performance of results should be designed for the WATSAN Sector using the same indicator definitions. 4. 4 Indicator Development Background indicators are used to determine scope (e.g. population); Output indicators are those that implementing organisations are directly responsible for. e.g the number of water points constructed by each regional DWSSC office; Outcome indicators apply to the effects of the output on the ground such as the number of households per water point. Eventually an improved water situation would have its effect on the health of the local population. This is the Impact. ( To calculate the outcome and impact indicators, additional background information (for example the number of HHs in a region) is necessary). PERFORMANCE MONITORING

5. 5 Sources of Data Central Bureau of Statistics – now National Statistical Agency (general data on population) MAWF/DWSSC (Data on water supply and sanitation (soon) in rural areas) NamWater (Data on piped water supply in urban and rural areas) Regional Councils and Local Authorities (Data on water supply and sanitation in informal urban areas) MoE (Data on water supply and sanitation in schools and hostels) MoHSS (Data on water supply and sanitation at Health Clinics and data on cases of diarrhea in children). 7. 7 Survey Data - Challenges Standardise data WATSAN elements collected based on agreed definitions – requires a willingness to compromise Use good research methodologies to define the data elements collected e.g. input, output, outcome and impact Present the data in form that users can readily apply it Make the data available to users before its official release to reduce the delay in putting the reports in the public domain. 8. 8 Performance Management Systems and Structures Under the Theme of Coordination within the National Sanitation Strategy, performance management systems were highlighted for further development by setting up an enhanced PMS for Urban and Rural Contexts. Work in progress is focused on:  RUWIS Development – Rural Sector Indicators with Extension to Sanitation  RUWIS Development – Merging Rural Project Data and Future Monitoring  WATSAN Performance Indicators – Data Capture & Testing in Urban Context STAKEHOLDER COORDINATION

9. 9 Rural Water Supply Information System (RUWIS) The main source of rural WATSAN data is from RUWIS. DWSSC has used it since 2000 and it has recently been upgraded both functionally and the software platform. In its present for, it has now become a: Database; Data archive; Management Information System, and Performance Monitoring System. PERFORMANCE MONITORING

12. 12 RUWIS - Challenges 12 stand alone regional offices. A consolidated summary is only as good as the weakest link. Online Head Office management summary is next priority. Data cleansing process almost completed but has proved very time- consuming Raising the importance of RUWIS at regional level to become an aide to efficient working and management is still work in progress. Interpretation of results to spot inconsistencies and assist in taking action takes time Internal capacity building is a continuous process which should not be under-estimated due to turnover of key staff and a need to reinforce priority. 13. 13 Urban Performance Monitoring No formal urban system for WATSAN currently exists. Sources of available information from local authorities and others includes: Planning Information; Audit Information; Customer Billing and Payment Details; Social Information; Tariff Setting and: NamWater Financial and Payment System. 14. 14 Regional WATSAN Forums The emerging Regional WATSAN Forums have a role to play in performance monitoring by:  Making recommendations on regional priorities, water supply and sanitation operational issues and community requests.  Collecting information as a conduit for example for the National WATSAN Forum.  Promoting coordinated and sustainable WATSAN sector development  Providing collective decisions on operational priorities. Supporting Initiatives – Development of new WATSAN website for Namibia STAKEHOLDER COORDINATION
