3 LLL Strategy in Czech Republic EQF (backbone for adult education) -promote preconditions -promote the creation of the necessary preconditions for introduction of a law on recognition permeability between further (adult) and initial education -ensure permeability between further (adult) and initial education through acquisition and recognition of credits.

8 a structured description of qualification requirements for a certain qualification - WHAT should the candidate know Qualification standard Preparation, system and content of QS is very important issue in cooperation with employers and other stakeholders. NQF standards a set of criteria and procedures for the verification of qualification requirements - HOW should the KSC be assessed Assessment standard Criteria have to enable clear evaluation weather evaluated person have all competences and skills All the time is necessary to build exam in sensitive way due time, technological and economical common sense Most important are requirements for authorized person

11 Transformation of the schools to the lifelong learning centres - UNIV 2 KRAJE (2009-13) Support of schools development when providing AE and guidance School support for recognition of learning outcomes NQF Supporting schools to become LLL centers PR for AE Preparing modular courses for AE in relation with NQF Interconnection of guidance services

12 Why schools ?  Schools have available capacities since numbers of their students decrease due to the demographic decline in the corresponding age groups  Schools are well-equipped both with staff and facilities  Schools can (for adults): provide further education; implement RPL; award complete qualification provide carrier guidance.

13 Candidate acquires KSC within the prior learning He/she needs the certificate of PQ The place where it is possible to acquire the certificate (UNIV) Guidance about RPL He/she decides to join the RPL process

14 GUIDER – guides the candidate through the whole RPL process AUTHORISED PERSON (ASSESSOR) –verification of all competences according to the assessment standard GUIDER motivates the candidate and advises him/her what the subsequent education should be - for obtaining the desired partial qualification (PQ) - for obtaining other related PQs – eventually the corresponding CQ -ONLY SCHOOLS CAN AWARD COMPLETE Q !!!

18 Citizen –800 000 inhabitans –Age 25 – 64 years –Voucher for 200 € PIVO – Support for Individual Learning of Citizens Adult education institutions  Apply for accreditation according to standards for each area/courses  Accept vouchers as well as cash  Report back to operator – clients‘ feedback Operator  winner of tender  responsible for logistic issues  issues vouchers for citizens  issues periodically standards for education providers

19 National Guidance Forum – aims (to be fulfilled through the member organizations) To coordinate the activities of subjects involved in the field of lifelong guidance); To propose conceptual measures in the field of LLG; To propose measures concerned with ensuring of quality of LLG services; To create suggestions for new legislative measures in the field of LLG; to be participant in the creation and professional assessment of these legislative measures; To be participant (through its members) in monitoring, research and the making of analysis of the actual state of the system of LLG
