3 3 |3 | Reasons for a UHC movement Global advocacy for UHC will be important to support country progress. Facilitating access to well coordinated funding and state of the art context specific technical advice for HSS will be crucial for countries moving towards UHC. Providing an independent accountability mechanism for countries’ progress towards UHC can facilitate in-country political processes. For countries receiving external assistance, coordination & alignment of such assistance is crucial to achieve impact, and adherence to the principles of effective development cooperation (EDC) is the most efficient way to accomplish this.

4 4 |4 | Aligning the global aid architecture: UHC 2030 Aim: a movement for accelerated, equitable and sustainable progress towards UHC as well as the other health targets in the SDGs including global public health security and equity Objectives: – Consolidate political momentum and convey a shared global vision of UHC – Advocate for sufficient, appropriate and well-coordinated resource allocation to HSS – Strengthen accountability for progress towards UHC and SDG3 – Promote coordination in countries receiving external assistance by promoting adherence to IHP+ principles and behaviours

6 6 |6 | What UHC 2030 would do Promote UHC: high-level political representation to the Steering Committee and virtual secretariat at WHO and WB Facilitate the existing UHC measurement and accountability mechanisms: in close cooperation with SDG3 accountability mechanism, Health Data Collaborative (HDC) and CSOs Facilitate countries obtaining well coordinated funding & technical advice Link with related technical networks & partnerships Continue work on EDC as the most effective way of fostering coordination and alignment of HSS in countries receiving external assistance (IHP+ 2016-17 Strategy & Work Program) Convene an annual Forum on UHC

7 7 |7 | What UHC 2030 would not do Like IHP+ UHC 2030 is NOT a funding body – but advocating for more and better coordinated and aligned resources for HSS Its Secretariat is NOT providing advice on technical matters in relation to HSS/UHC – but advocating for and facilitating better coordinated and aligned technical advice

9 9 |9 | Reforms needed for the Transformation Agree to expand the mandate of the IHP+ to include advocacy for UHC and promotion of coordination of political/financial support for UHC Adapt the IHP+ Global Compact to reflect a focus on health systems toward UHC for equity and health security Diversify and expand membership, inviting a broader range Reconfigure the UHC 2030 Steering Committee Expand to a broader range of countries and civil society as well as other stakeholders

10 10 | Operationalizing UHC 2030 : Proposed next steps 8 th April: IHP+ Steering Committee discussion of changing the IHP+ to the UHC Alliance, resulting in: a) an agreement to make the change of IHP+ to a UHC alliance; and b) a clear way forward to achieve this 13 th April: Global Health Leader’s meeting discuss support for the UHC alliance End April: Agreement/no objection from IHP+ Signatories May: G7 may recommend IHP+ transformation to UHC 2030 21 st June: IHP+ Steering Committee decides on composition of the UHC 2030 Steering Committee, other key governance issues & the content of the global compact. 22 nd to 23 rd June: Multi stakeholder consultation on UHC 2030 including a focus on fragile states as an example of how to work together September: ”UHC 2030 – the New IHP+” launched during UNGA in NYC
