The NIEHS has conducted health and safety training programs since 1987 to meet OSHA requirements under 29 CFR 1910.120, Hazardous Waste Operations & Emergency Response (HAZWOPER). Focus - provide awards to organizations to develop model worker safety and health training programs for workers engaged in activities related to hazardous waste removal or containment or chemical emergency response 17 non-profit organizations at 80 universities, labor-based safety programs and other institutions. 1 million workers trained over the past fourteen years, accounting for over 14 million contact hours of actual training. Scoping of Emerging Training Needs for 2005-2010 During the coming fiscal year, NIEHS will be conducting a re-competition of its entire Worker Education & Training Program for another competitive segment to make new five year cooperative agreement awards. As a part of this process, NIEHS will be examining the emerging training needs for hazardous waste and chemical emergency responders in a wide variety of industry sectors, workplaces, state and local government response agencies and the various components of the environmental remediation process. Scoping of Emerging Training Needs for 2005-2010 Since September 11, 2001, requests for training curricula, hands-on classes, technical information and crisis intervention have presented serious new challenges for the program's response capacity. NIEHS will continue to explore partnerships new agencies like the Department of Homeland Security (DHS), as well as strengthen its existing long-term relationships with EPA, OSHA, and ATSDR and NIOSH in CDC. Input through ESF #10 during the RFA scoping process would help to identify training needs and interagency opportunities for cooperation and partnership. NIEHS
