5 The Norwegian planning and building act (PBA) The goal of the PBA: To promote SUSTAINABLE DEVELOPMENT - for each human being, the society and comming generations “The Planning and Building Act is based on the values of equity, liberty, and solidarity, and on the principles of dialogue and participation in planning processes.”

6 Cross sectoral! The PBA supposed to: Promote holistic approach by connecting sectors, tasks and interests.

7 The municipalities as developers of the society – not only service delivers Trust and cooperation

8 Sagene – why? A fairly long history hence experience to be learned from. Not once-off initiative - possible to observe in the case deliberate development over time, although not without resistance and conflicts

9 Facts about the City District Sagene One of Oslo’s 15 urban districts The most densely populated areas in Norway Comprising approx. 33.000 inhabitants – area around three square kilometres Rapidly changing - population influx, highly mobility Highest proportion of municipally owned housing Former industrial worker areas transforming into modern, multicultural urban environments

10 The Community Centre – meeting place and the hub for innovative and creative work in making dialogues with the citizens – testemony of participation

11 Initially part of a 10 year urban regeneration program ”Local environment and living conditions”, main objectives:  Improved housing conditions  A better environment for growing up  Good public spaces and security  Support to marginalized groups  Environmental quality  Public transport  Stengthening of local volunteer activities

12 The Unit for Sustainable Development Running the house Maintaing and developing the local parks and outdoor spaces To develop multi-professjonal projects, networks to reach the most marginalised groups Developing methods for integrating culture, environment and local democracy
