9. Developing 21 st Century Learners The North Carolina State Board of Education’s guiding mission is to produce 21st century learners who are globally competitive and prepared for work and post-secondary education.

10. Exploring Assessment The State Board of Education recognizes the need for an assessment system that not only measures 21st century learning but also informs instruction as stated in these goals. North Carolina Public Schools will produce globally competitive students.  Every student's achievement is measured with an assessment system that informs and evaluates the knowledge, skills performance, and dispositions needed in the 21st century. North Carolina Public Schools will be led by 21st century professionals.  Every teacher and administrator will use a 21st century assessment system to inform instruction and measure 21st century knowledge, skills, performance, and dispositions.
