2 Initiatives Driving the SDG&E & SoCalGas LIEE Programs Fully support the programmatic initiative: “By 2020, 100% of eligible and willing customers will have received all cost effective Low Income Energy Efficiency measures. “ Increase collaboration among and leveraging of other low income programs and services Integrate LIEE programs with energy efficiency and other demand-side management programs Focus programs on customers with high energy use, burden, and insecurity while continuing to serve all eligible low income populations.

5 SDG&E Leveraging SDG&E working with SD and Orange County LIHEAP contractors 100% leveraging between LIHEAP and LIEE programs Data sharing – going forward and 4-6 year history if feasible Expand leveraging opportunities with 211 San Diego SDG&E leveraging with San Diego Unified School District SDG&E plans to work with local water authorities SDG&E plan to expand its efforts to work with various CBO’s who do not currently contract with either utility

6 SoCalGas Leveraging Evaluating data sharing opportunities with SoCalGas Network of LIHEAP contractors Joint Utility efforts for program implementation in shared territories with SCE and PG&E Joint outreach efforts in State, County, and Municipal Public Assistance agencies, including web links Creating agreements with IID and Burbank * and initiating agreements with other local water authorities Expanding support to existing CBO Network and establishing relationships for future CBO partnerships. * Imperial Irrigation District and Burbank Water & Power

7 Integration Expand integration efforts with CARE outreach and enrollment Effectively manage the overlap between Residential’s Multi-Family (MF) program contractors and low income MF complexes Investigate potential for LIEE to contract with EE’s mobile home contractor to reduce costs and ensure low income customers receive all feasible measures – discussion have been initiated Exploring potential cross program opportunities for the Residential EE electrical resistance heating program Enroll low income customers with central HVAC units in the EE summer saver program

8 Whole Neighborhood Approach Identifying low income neighborhoods based on census data, energy usage, energy burned and energy insecurity Will be focusing on areas with largest gaps in participation but with high incidence of customers identified above Expand use of PRIZM data with additional analysis to determine pockets of eligible customers Expanding on number of homes to be enrolled and treated on the same day Fully integrating direct mail, automated phone calls, canvassing and media to increase enrollments in smaller geographic areas Assignment of individuals to manage leveraging opportunities while integrating with WNA
