2 Strategic Objectives - March 2004 1.To entrench the Commission as a focal point for the delivery of free and fair elections in the most efficient and cost effective manner; 2.Maintain an optimal network of voting districts and voting stations for the 2005/06 municipal elections and for by-elections to ensure reasonable access by voters and to maintain an accurate and up-to-date national common voters roll; 3.To increase the level of understanding among the electorate of electoral processes with a view to enhance maximum political participation; 4.To offer the highest possible standard of sustainable training of officials to facilitate a fluent and effective voting process and the accurate recording of the results of elections; 5.To ensure the effective participation of political parties and independent ward candidates in electoral processes; 6.To maintain and consolidate organisational systems and infrastructure in respect of voting facilities and the agencies for the delivery of the 2005/06 municipal elections and for by-elections; 7.To ensure that the necessary resources i.e. financial, human resources, information technology, corporate services, legal support, security as well as internal and external communications are maintained in order to ensure the effective functioning of the Commission.

3 Strategic Objective 1 To entrench the Commission as a focal point for the delivery of free and fair elections in the most efficient and cost effective manner Results: 2003/04 Liaison with local stakeholders maintained Liaison with international stakeholders expanded to ensure observer missions and donor funding for voter education projects Independence and impartiality of Commission by and large acceptable Main activities: 2004/05 Continue to expand liaison with all stakeholders

4 Strategic Objective 2 Maintain an optimal network of voting districts and voting stations for the 2005/06 municipal elections and for by-elections to ensure reasonable access by voters and to maintain an accurate and up-to- date national common voters roll Results: 2003/04 The number of voting stations increased from 14 650 in 1999 to 16 966 in 2004. 4 million new voters were registered for the 2004 elections. 1,5 million registered voters had died since 1999 The net increase in voters was 2,5 million : 18,1 million in 1999 and 20,6 million in 2004

19 Main Activities for 2004/05 1.Redelimitation To further improve access to voting facilities and to facilitate the completion of voting by 9pm; To align voting district boundaries with new ward boundaries. 2.Targeted registration in areas affected by redelimitation

20 Strategic Objective 3 To increase the level of understanding among the electorate of electoral processes with a view to enhance maximum political participation Results: 2003/04 Voter turnout dropped by 12% (from 89% in 1999 to 77% in 2004) Percentage spoilt ballots remained largely unchanged

23 Main Activities for 2004/05 Expansion of the schools project and handing the project to the Department of Education; Keep turnout of voters for municipal elections in 2005/06 at an acceptable level through the schools project and democracy development projects in collaboration with civil society; Keep number of spoilt ballots in the municipal elections at an acceptable level through balloting and voter education.

24 Strategic Objective 4 To offer the highest possible standard of training to officials to facilitate a fluent and effective voting process and the accurate recording of the results of elections Results: 2003/04 216 000 electoral officials trained Unit standards registered Main Activities: 2004/05 Establish electoral training institute

25 Strategic Objective 5 To ensure the effective participation of political parties and independent ward candidates in electoral processes Results: 2003/04 Party liaison committees functioned effectively for the 2004 elections Decrease in the number of objections and court challenges Main activities: 2004/05 Strengthen the functioning of liaison committees at municipal level with a view to the 2005/06 municipal elections

26 Strategic Objective 6 To maintain and consolidate organisational systems and infrastructure in respect of voting facilities and agencies for the delivery of the 2005/06 municipal elections and for by-elections Results: 2003/04 Establishment of an inter-departmental task team to improve infrastructure at schools and clinics used as voting stations Expansion of communication network in respect of voting stations in conjunction with cellphone service providers Main Activities: 2004/05 Implementation of infrastructure improvement plans for the 2005/06 municipal elections

27 Strategic Objective 7 To ensure that the necessary resources i.e. financial, human resources, information technology, corporate services, legal support, security in conjunction with state agencies as well as internal and external communications are maintained in order to ensure the effective functioning of the Commission; Results: 2003/04 Adequate budget Stable HR environment Stable IT environment Secure election Main Activities: 2004/05 Maintenance of effective systems and processes
