4 GENERAL INFORMATION 4 Prior to rating any student, TELPAS Coordinators must obtain evidence of completion of trainings for the 2016 school year. Required documentation includes: – Basic Online Training Certificates – Rater Calibration Certificates – Assembly & Verifying Course Completion Certificates TELPAS – Documentation Reminder! These documents will be scanned and are part of the EOY clearance for the campus.

6 TEST SECURITY Maintaining the confidentiality of the TELPAS program involves protecting the contents of all online assessments and student performance documentation. This requires compliance with, but is not limited to, the following guidelines – Personnel meet the requirements, have been trained and have signed the appropriate oath to have access to the assessment materials and information – Campuses implement the controls necessary to ensure proper storage of secure materials throughout the test administration – Campuses place confidential documentation (rating rosters) in a limited-access locked storage 6

7 CONFIDENTIALITY REQUIREMENTS Testing personnel undergo training and sign the oath affirming they understand their obligations concerning the security and confidentiality of the TELPAS program Testing personnel administer the tests in strict accordance with the instructions Testing personnel do not view, reveal or discuss the contents of an assessment before, during, or after a test administration 7

8 PENALTIES FOR PROHIBITED CONDUCT Placement of restrictions on renewal or holding of educator certificate Issuance of an inscribed or non-inscribed reprimand Suspension of a Texas educator certificate for a set term Revocation or cancelation of an educator certificate without opportunity for reapplication for a set term or permanently 8 Any person who violates, assists in the violation of, or solicits another to violate or assist in the violation of test security or confidentiality, as well as any person who fails to report such violation is subject to the following penalties

9 PENALTIES FOR PROHIBITED CONDUCT Release or disclosure of confidential test content could result in criminal prosecution under TEC §39.0303, Section 52.352 of the Texas Government Code, and Section 37.10 of the Texas Penal Code. Further, 19 TAC §249.15 stipulates that the State Board for Educator Certification may take any of the above actions based on satisfactory evidence that an educator has failed to cooperate with TEA in an investigation. Additionally, irregularities resulting in a breach of test security or confidentiality may result in the invalidation of students’ assessments. 9 (continued)

10 SECURITY OATHS AND CONFIDENTIALITY STATEMENTS 10 All personnel must meet the eligibility requirements and sign a security oath Any person who has more than one testing role must receive appropriate training and sign a security oath for EACH role Each oath must be read and completed AFTER the training and BEFORE handling or viewing any secure materials or confidential information Oaths must be kept on file for at least five years

11 TESTING IRREGULARITIES These constitute severe violations of test security and/or confidentiality and can result in the individual(s) responsible being referred to the TEA Educator Standards and Certification Legal Division for consideration of disciplinary action. 11 Serious Examples Falsifying TELPAS ratings or writing samples Assisting students directly or indirectly Tampering with student responses Directing a student to rework or change answers

15 REPORTING TEST IRREGULARITIES Each person is responsible for reporting ANY violation or suspected violation Campus staff should notify their CTC or DTC if they witness an irregularity or suspect one has occurred DTC will contact TEA to report ANY incidents as soon as DTC is made aware of the situation Contact DTC if unsure about whether an irregularity has occurred 15

17 P REPARE FOR A DMINISTRATION TELPAS coordinators ensure that… All ELL’s are identified and assessed Technology infrastructure is in place computers have been tested and technology issues have been resolved A sufficient number of TELPAS Test Administrators are trained Students have the opportunity to use online TELPAS tutorials Reading test sessions are scheduled and actively monitored 17 Online test sessions and rating entry groups are created Student records are verified as complete Materials are collected, verified, and filed

18 TECHNOLOGY STAFF Technology staff must be trained and sign the appropriate oath. Once trained, TST’s are responsible for ensuring that: Network infrastructure and computers have been assessed and meet the minimum system requirements All testing software is properly installed, configured, and tested They are available for assistance before and during test sessions to address technology problems that might occur during testing Disable any automatically launching apps (screensavers, virus scans, e-mail alerts, power levels warnings, etc.) 18

19 PLAN FOR TRAINING 19 Designate a sufficient number of TA’s (there should be 1 TA for every 30 students) TA (and reliever) credentials are the same for STAAR and TELPAS (must be certified) Direct TA’s to prepare by reading the appropriate pages of the TELPAS Reading manual Inform staff of their roles, testing and campus procedures – i.e. testing location, how to fill-out seating chart, testing roster, daily schedule, grade level tested, relieving/lunch schedule, do’s and don’ts, cell phone policy, emergency procedures, procedures in case of illness, etc. Verify oaths are signed and maintain documentation of procedures followed

20 PLAN FOR ADMINISTRATION OF TELPAS READING TEST 20 Create reading test sessions by March 2 (all ELL’s in grades 2-12 must be in a reading session) Follow the naming protocol Campus-Grade-TA (TA name is optional) EXAMPLE: CUMMINGS-06-RDG PAREDES-KG-HR- CSANDOVAL Proctor cache sessions by March 2 Print student tickets & store in secure location Start session early on the day of test and verify all computers are ready to go

28 2016 HOLISTIC RATINGS Beginning in 2016, holistic rating information will be submitted in an online rating entry form in TestNav. Test sessions will need to be created for holistic rating information to be entered for each student in K–12. – Test sessions for entering holistic ratings will follow the same grade bands as the reading tests (2, 3, 4–5, 6–7, 8–9, 10–12) in addition to K–1. Student test tickets will be used for designated personnel to enter rating information. Testing coordinators or online session administrators have access to create tests sessions.  It is recommended that districts create test sessions 1 to 2 weeks before testing. 28

31 CREATING TELPAS RATING TEST SESSIONS 31 For more information about how to create test sessions, refer to the TELPAS Rater Manual page 36 or the TELPAS Assessment Management System User’s Guide. Select the appropriate test assignment in the Test Assigned drop- down menu. The tests are grouped by grade level like the reading tests. Student must be placed in these sessions based on grade level.

32 ENTER TELPAS HOLISTIC RATING INFORMATION SCREEN Holistic ratings and rater information entered from the TELPAS Student Rating Rosters for grades K–12 ELLs Information can be entered at any time during the TELPAS administration window. The online rating entry form must be submitted for the information to be sent for scoring. 32

35 RATING ENTRY FORM GRADE 2 AND ABOVE TEA Student Assessment Division 35 For each grade band in grades 2–12 (2, 3, 4–5, 6–7, 8–9 and 10–12) there will be a different online rating entry form. Students must be grouped into test sessions based on these grades. The form for the grade bands in grades 2–12 looks the same as the one above.

36 ENTER TELPAS RATING INFORMATION INTO THE ONLINE RATING ENTRY FORM IN TESTNAV 1.You must have a student test ticket in order to log in to the online rating entry form and enter a student’s rating information. Student test tickets contain a unique username and password needed to log in to TestNav. 2.Using the information provided on the TELPAS Student Rating Roster, enter the student’s proficiency ratings for the language domains. Transfer the rater information from the roster by selecting a response to the two questions in the Enter Rater Information section. 3.If a student meets state-established criteria for not being assessed, select Extenuating Circumstances or ARD Decision for the applicable language domain(s) in accordance with instructions in the test administration manuals. If Extenuating Circumstances or ARD Decision is selected for every domain, select No Domains Rated in the Enter Rater Information section. 36

39 TEST ADMINISTRATORS RESPONSIBILITIES – Attend scheduled training session and sign appropriate oath – Read the TELPAS Reading Test Administration Manual prior to the assessment – Familiarize themselves with the administration directions – Guide students through the opening of their tests to get the test started – Maintain security and manage any interruptions (restroom breaks, lunch, illness, etc.) 39

40 TEST ADMINISTRATORS RESPONSIBILITIES (PG. 17 ) Will need the following on the day of testing: – TELPAS Reading TA manual – Seating chart, restroom log – Session roster – Student test tickets (secure documents that provide unique TestNav login information for each student) – Scratch paper for each student – Pencils to use with scratch paper 40

41 TESTING ENVIRONMENT (PG. 18) No element of the testing room’s environment should hinder any student’s performance. A “Testing-Do Not Disturb” sign should be posted outside the testing room Bulletin boards/instructional displays must be covered. The testing room should be quiet, well lighted, ventilated, and comfortable. Each student should have enough space in which to work. Desks or computer stations used for testing must be cleared of books and other materials. 41 To support test security, testing staff should make an effort to prevent students from seeing one another’s monitor. This may include providing an obstruction such as a manila folder taped to each side of the monitor or a cardboard carrel placed around each workstation.

42 PROPER TESTING PROCEDURES 42 TELPAS Reading test is untimed A certified TA who has been trained must be present in the room 100% of the time Students should remain seated and are not allowed to talk during testing Students must NOT use reference materials Students may use scratch paper (must be accounted for and collected after testing) Have a plan for students who finish early

43 PROPER TESTING PROCEDURES 43 The use of cell phones and/or electronic devices is NOT permitted in the testing site (staff or students) Testing Do Not Disturb and No Electronic Devices Allowed signs must be posted outside each testing room Seating charts & restroom logs must be completed for each testing session Attendance must be taken early in the day to contact home and plan make-up sessions ASAP Verify student has completed & submitted answers prior to allowing him/her to leave testing site

44 TESTING PROCEDURES (PG. 20 ) 44 Immediately after the testing session return all materials to the CTC. If a situation arises that you do not know how to resolve, contact your CTC. Remember to report in writing any violation of test security and confidentiality to the CTC or DTC. TEST QUESTIONS ARE CONSIDERED SECURE INFORMATION AT ALL TIMES. No unauthorized viewing, discussion or scoring is allowed. All personnel in the test session must be thoroughly familiar with the test security and confidentiality requirements in the TA manuals.

46 SCHEDULING A student who arrives after testing has begun may be tested if sufficient time remains in the day and if the student has not had contact with students who have already completed testing. Every effort should be made to administer the TELPAS reading test to students who are absent immediately upon returning to campus. 46
