3 3 FINANCIAL PERFORMANCE BUDGET VERSUS ACTUAL – AS AT 30 SEPTEMBER 2012

4 4 ACTUAL SPENT – AS AT 30 SEPTEMBER 2012 : NARRATIVE In terms of the linear projections, the spending should be at 50% as at end of September 2012. Overall the Department is spending slightly below the linear projections at 45%. Administration The programme is spending at 36% as at September 2012. This is mainly due to the funds allocated for the DHA Modernisation. The definitive agreement was signed with the service provider in June 2012 and the expenditure relating to the Modernisation is slowly picking up. The drafting of the subcontracting agreements is in the final stage. Citizen Affairs (including the Provincial Offices) This programme is spending in line with the projections. Immigration Affairs This programme is spending higher than the linear projections due to the Advanced Passenger Processing (APP) System. As indicated in other presentations, National Treasury has been engaged to assist with the funding of the APP. These engagements are still on-going. The department is also engaging the service provider in order to reduce the costs for this contract. Proposal was received from the service provider and currently being considered by the Department.

5 5 ACTUAL SPENT – AS AT 30 SEPTEMBER 2012 PER ECONOMIC CLASSIFICATION Note: The possible savings in Compensation of employees is utilsed to fund the deployment of Learning Academy Trainees to Harbours until the positions are filled and the resettlement costs of new appointments. A virement will be done from Compensation of Employees to Goods and Services, after the Budget Committee meeting.

8 8 UPDATE ON AUDIT PROCESS Following the last engagement the Department had with the Portfolio Committee, a de- briefing session was held with the Auditor-General and Senior Managers within the Department. The purpose of the session was to obtain an understanding of the overall weaknesses within the Department and based on that, to develop an action plan to address the audit findings. The action plan was developed and the plan will be presented to the Department Management Committee on the 15 th of November 2012 for input and final approval by the Departments EXCO. It is the aim that the plan together with the implementation progress be reported to the Portfolio Committee. The report back to Portfolio Committee will thus take place from Quarter 3 onwards.

11 11 TRADING ACCOUNT: EXPENDITURE – PRINTING OF FACE VALUE DOCUMENTS AND FORMS Note: A meeting was held with National Treasury to confirm the revenue and expenditure that will be covered by the Trading Account. Furthermore, a discussion was held on the retention of the surplus to cover the roll out of the Smart Card. Summary: Revenue274 426 731 Expenditure(84 160 655) Surplus to date190 266 076
