Green Growth and Energy Efficiency as key factors for Sustainability Bernd Voß, MP Schleswig-Holstein Presentation at the 20th Baltic Sea Parliamentary Conference Helsinki, Finland, 28th-30th August 2011

Why do we need a „Green GDP“? GDP (Gross Domestic Product) as index for wealth is an issue under discussion for more than 30 years, because: –severe ecological damages, e.g. “deepwater horizon” oil spill, road traffic injuries etc. result in increase of GDP –Value of natural assets, voluntary service and unpaid domestic work, income inequality etc. are not reflected in GDP, although their impact on well-being is significant –Investment that lead to short term increase in GDP may result in medium and long term loss Stern Review 2006: „Review on the Economics of Climate Change“: Climate change results in loss of 5-20% of world GDP. Costs of climate change are 20 x higher than costs of mitigation policies Nicholas Stern, World Bank Chief Economist from 2000 to 2003

Income inequality and well-being „Okay, if you can‘t see your way to giving me a pay raise, how about giving Parkerson a cut?“

Regional Wealth Index (RWI) compared to GDP 1991-2007: Germany Blue= RWI Green = GDP

Regional Wealth Index RWI compared to GDP 1991-2007 : Schleswig-Holstein Blue= RWI Green = GDP

Conclusions/Recommendations for Schleswig-Holstein: Two strategies 1.Strategy of selective growth through further promotion of technological strength in environmental engineering and technologies (such as wind power e.g.) 2.Strategy of prevention and sufficiency through promotion of local economies, local infrastructure and local resilience against upcoming worldwide economic crisis

The goal is not Deglobalisation. Developing a supranational grid is crucial for energy security

3 x „E“ for transition of the energy sector Energy efficiency Energy saving Renewable energy sources (German: Erneuerbare Energien) Increase in production of wind energy in Germany, 1990-2008:

Renewable Energy Road Map for Schleswig- Holstein: Potential of Renewables for electricity generation

Renewable Energy Road Map for Schleswig- Holstein Energy production and energy consumption in Schleswig-Holstein Blue = wind Green = biomass Yellow = PV Black = coal Dark grey = nuclear power Light grey = gas Now, Future prospects for 2020 government, Future prospects according to „Green Renewable Energy Roadmap“ Production: Green = renewables Grey = fossils Red/black/green = production Purple = consumption
