2 Background Information ▪After the 3rd year of the Kentucky Performance Rating for Educational Progress (K-PREP) testing and accountability system, a statewide review occurred. ▪Based on shareholder feedback, accountability regulations (703 KAR 5:200, 703 KAR 5:225 and 703 KAR 5:240) were revised.703 KAR 5:200703 KAR 5:225703 KAR 5:240 KDE:OAA:DSR: 1/5/2016 2

3 Setting New Baselines The 2014-15 assessment results, released in October 2015, were used with the new accountability regulations applied. –Achievement: At the high school level, the Language Mechanics score from the ACT Usage/Mechanics subscore will replace the ACT Plan Usage/Mechanics subscore. 4 Setting New Baselines (continued) –Gap: Novice reduction targets were generated from 2014 reading and mathematics data and the percentage of targets met for 2015 were calculated. Points were calculated based on the percentage of targets met for 2015. The gap score was then calculated that included the novice reduction score and the non-duplicated gap group score equally. –Growth: A categorical growth measure was calculated and the student growth percentiles for reading and mathematics were equally included in the growth score at elementary and middle school levels. –High School Readiness: ACT Explore scores were removed at the middle school level. –New and Reconfigured Schools: Overall scores were generated for 2015 based on the current school population. 5 Setting New Baselines (continued) –Program Review: Added the World Language/Global Competencies program review to high school. –Weights: Accountability weights at elementary were changed to 33.3% each for Achievement, Gap, and Growth. Middle school level (removal of high school readiness) was also changed to 33.3% each for Achievement, Gap, and Growth. –Alternative School Tracked to District: Removed scores of students enrolled in an alternative school for the entire year from the A1 school and attributed their accountability to the district they would have attended if not in the alternative school. 6 AMO for 2015-16 Next Generation Learners (77%) Program Reviews (23%) Overall Score KDE:OAA:DSR: 1/5/2016 6 Add 1.0 or 0.5 Using the new Overall Score, the amount of increase was determined based on the Overall Cut Scores. Increase of 1.0 (Needs Improvement) or.5 (Proficient or Distinguished) is on Next Generation Learners – new this year.

13 Quality Control ▪During Quality Control, issues may be identified and data may change. Therefore, it is important that DACs limit the discussion of data during quality control. DACs may discuss with local leadership and educators, but please do not discuss in public meetings or with the media until the data has been finalized and posted to the KDE website. QUALITY CONTROL CHECKS FOR DACs (additional detail in an upcoming Special DAC E-Mail) ▪Confirm that all A1 schools, with grade 3 and above, that are operating in the 2015-16 school year, are included. ▪Compare the Learners data for Graduation Rate in the spreadsheet (under Detail tab) to data in the current School Report Card (SRC) on the KDE website.
