3  RTTT priorities align to ongoing West Virginia initiatives (evidence)  RTTT provides flexible funding to pilot innovation and to scale up existing successes  RTTT priorities are indicators of future federal education policy: ◦ Other funding opportunities ◦ Reauthorization of ESEA

4 ◦ Goal: Develop a RTTT proposal that  frames current WV Vision for Global 21 and  spells out timelines and next steps for future work ◦ Deliverable - Students that demonstrate:  Achievement  High School Graduation  College/Workplace readiness  Global 21 skills  Healthy and Well

7 In order to accomplish this priority, WV is committed to submitting an RTTT application that supports the implementation of rigorous 21 st Century CSOs (content, learning skills and technology tools) through the following goals: 1.) Deliver Outcome Based Professional Development that provides teachers with the skills and knowledge to acquire a more in-depth understanding of CSOs; deconstruct CSOs and cluster objectives into power standards; develop and implement juried Project Based Learning Projects; utilize research based instructional resources; utilize a balanced assessment approach that includes summative, benchmark and classroom assessments; integrate technology into instruction and learning and utilize learning communities to support student learning

8 2.) Provide Research Based Instructional Resources that support student learning before, during and after school. 3.) Provide Assessment Tools that result in a balanced assessment approach and provides all stakeholders (administrators, teachers, students and parents) the tools to guide instruction and support learning 4.) Establish Data Systems that allow all stakeholders (administrators, teachers, students and parents) to track progress on acquisition of CSOs as well store, retrieve student assessments, projects, portfolios, etc. 5.) Provide Infrastructure Support to Integrate Technology that includes staff, hardware and bandwidth. 6.) Implement Comprehensive Reform of High Schools that includes all previous goals 7.) Establish STEM Schools that are models sites for integration of science, mathematics, technology and engineering.

18 WV’s Challenges WV’s Response  Identifying the schools that need assistance  Effectively providing the support the identified schools require  Creating an appropriate balance between compliance and technical assistance  Increased need for collaboration and time  Identifying and financial support for at least the lowest achieving 5% of schools  Funding for further implementation of essential components  Professional Development around self-assessment and implementation of High Quality Standards  School Improvement Specialist onsite at lowest performing schools.  Implement pilot sites that provide extended time  Tiered list of schools that looks at the lowest in the state  System of Support developed a tiered improvement model  System of Support works across departments to correct deficiencies and provide technical asst. in a consistent manner through High Quality Standards  WVDE liaison serves as contact to the school  Technical assistance around professional learning communities and scheduling RTTT Supports
