3 3 Leader of Chorley Borough Council, Councillor J Wilson, said: "We are absolutely delighted. This means that everyone will be given a postal vote but also a letter explaining if they don't want to use that, then they can vote on line or by using a touch tone telephone. It's very exciting and shows that once again Chorley is prepared to lead the way and to be at the forefront of new initiatives. The pilots are an important step towards the Governments aim of holding an e-enabled General Election, sometime after 2006. 4 4 Council Leader Paul Waggott said: "These e–voting methods have made this a very different election, but is has been a success as it has doubled the number of people voting at traditional ballot box elections." The election count process was watched by an international delegation of election officials from six countries. The visitors from Sweden, Norway, Japan, Singapore, New Zealand and Australia were accompanied by government officials from the Office of the Deputy Prime Minister which is responsible for overseeing the election trials. 15 15 Postal and Absentee Voting Then places the voted ballot in the security envelope. Voter seals the pre-addressed envelope and returns it to the election management headquarters. Mr. J Doe 12 Street City, ST 54321 Postal Ballot sent en masse with PowerProfile™ an assigned industry standard barcode. Voter’s Specific Ballot arrives ready to be voted. PowerProfile™ software queries the voter registration database for absentee or postal voters and creates labels and envelopes for the ballot specific to the voter.
