4 NOAA’s satellite strategic planning exercise recommended the following ordered priorities: First, continue our current operational programs to include geostationary, polar-orbiting, and satellite altimetry programs. Second, ensure climate data continuity by delivering climate sensors to the NPOESS Preparatory Project, or NPP, and the former NPOESS as well as develop a long-term strategy for sustaining these observations. Third, pursue high priority measurement candidates for research-to-operations or R2O transition. 4 NOAA Space-based Observations: Planning Approach

6 Past, Present, and Future Climate Data Needs 1970198019902000201020202030 POES/GOES JASON-2NPP JASON-3/JPSS/GOES-R Climate Data Records: Uncover climate trend information buried in four decades of heritage operational data Ensure climate quality data from operational systems and build efficiencies for future climate processing Provide operations and products for “Remanifested” climate sensors”

7 Several key aspects of building this architecture for continuous and sustained climate monitoring include: Respect roles and leverage expertise and strengths of existing coordinating mechanisms in the global observation process (GCOS, CEOS, CGMS, GEO, and WMO Space Programme) The important roles of GEO/GEOSS in bringing in situ and space- based together; linked to societal benefits; focus on international data sharing principles. Supporting the role of WMO in satellite matters specifically through a revitalized and more strategic Consultative Meeting and through higher visibility at Executive Council and Congress. Focus on research and operational space agencies and effective transitions of research into operations CEOS Virtual Constellations are a promising example: (all six are relevant for climate monitoring) COPB Meering Towards an International Architecture in Operational Monitoring from Space
