2 Purpose of Industry Day Provide interested parties a better understanding of the environmental cleanup projects and Hanford Site infrastructure and services scope. Highlight aspects of the Request for Information (RFI). Encourage industry feedback to aid in developing resultant acquisition plan (EMCBC and RL will be responsible for conducting resulting procurement from these market research/ acquisition planning activities).

3 Current RL Contract: River Corridor Closure Awarded to Washington Closure Hanford (WCH), LLC: March 23, 2005 Completion Contract - Estimated completion date in contract: September 30, 2016 CPIF with 80/20 government/contractor share ratio Current target cost: $2.5B Current target fee: $174M Maximum cost performance incentive fee: $342M (13.5% of target cost) Major Work Activities: Deactivate, decontaminate, decommission, and demolish (D4) facilities Place production reactors in interim safe storage Remediate waste sites and burial grounds Operate the Environmental Restoration Disposal Facility for disposal of CERCLA wastes generated by WCH and other Hanford contractors Contract Link: http://www.hanford.gov/page.cfm/PrimeContracts

4 Current RL Contract: Plateau Remediation Awarded to CH2M Hill Plateau Remediation Company (CHPRC): June 19, 2008 Current contract price: $7.0B ($6.7B cost, $.28B fee) CPAF with multiyear and annual performance incentives Base period: FY2009 – 2013, option period: FY2014 – 2018 Major Work Activities: Plutonium Finishing Plant - demolish facility to slab-on-grade Waste treatment and disposal - solid and liquid waste systems operation for treatment and storage/disposal of regulated wastes Groundwater/vadose zone - groundwater sampling and remediation Geographical zone remediation - remediation of structures and waste sites within specified geographical zones 100K Area & sludge treatment - remediation of structures including reactor interim safe storage & waste sites within the 100K Area & sludge treatment, storage, & disposal Contract Link: http://www.hanford.gov/page.cfm/PrimeContracts

8 Current RL Contract: Energy Savings Perf. Issued letter contract to Johnson Controls Inc.: November 15, 1996 Contract definitized: March 14, 1997 Energy conservation measures installed to reduce energy in 200 and 300 Areas Savings primarily from deactivation of failing centralized coal fired steam plant to decentralized diesel steam generators Period of performance: through November 14, 2021 Total current value: $160M Firm fixed price with economic price adjustment Economic price adjustment accomplished on an annual basis Contract Link: http://www.hanford.gov/page.cfm/PrimeContracts

9 Post-FY 2018 Scope Due to the preliminary stage of this planning activity, there is no performance work statement available at this time. The major elements of scope include, but are not limited to: Base operations needed to support Hanford cleanup – Operate key waste management facilities, maintain minimum safe operations and essential sitewide services for Hanford nuclear and non-nuclear facilities (project base operations, safeguards and security, directed/regulatory/stakeholder support, etc.) – Maintain infrastructure – Provide occupational medicine services Groundwater base operations – Maintain Resource Conservation and Recovery Act of 1976 (RCRA) compliance – Contain key contaminants and treat contaminated groundwater

10 Post-FY 2018 Scope continued K Basin sludge transfer – Complete transfer of the K West Basin sludge to the Central Plateau Provide critical site infrastructure – Establish necessary infrastructure to support start up and continued operations of the Waste Treatment Plant – Complete necessary site infrastructure upgrades to support startup and continued operations of the Tank Waste Characterization Facility, Low Activity Waste Pretreatment System, and the Direct-Feed Low-Activity Waste Facility (including electrical, water, and roadways) – Complete necessary site infrastructure upgrades to support tank waste retrievals – Complete necessary infrastructure upgrades to sustain the site mission

11 Post-FY 2018 Scope continued Complete capsule transfer from the Waste Encapsulation and Storage Facility to dry storage – Complete design and construction of a storage facility and transfer 1,936 cesium/strontium capsules (about 100 million curies) to dry storage Retrieve and enable shipping of transuranic waste to Waste Isolation Pilot Plant – Retrieve and enable shipping of transuranic waste stored in alpha caissons – Retrieve and enable shipping of buried and other transuranic wastes – Develop and implement the Tri-Party Agreement M-91 milestone waste disposition capability

12 Post-FY 2018 Scope continued Expand groundwater and vadose zone cleanup and reduce key long-term threats – Implement additional groundwater remedies required by CERCLA Records of Decision (RODs) - expand CERCLA operable units 200-UP-1 Cr+6, 100-NR-2 apatite barrier and 300 Area uranium sequestration Phases I and 2 – Implement 200 East groundwater remedies (CERCLA operable units BP-5/PO-1) – Implement groundwater well network expansions (100K Area, CERCLA operable unit 100-HR-3, C Tank Farm Area) – Complete CERCLA operable unit 200-DV-1 data acquisition and treatability testing – Conduct ongoing groundwater well decommissioning – Complete River Corridor CERCLA final decisions through submittal of the Remedial Design/Remedial Action Work Plan Rev. 0 for CERCLA operable units 100-BC-5 & 100-KR-4 – Complete Central Plateau remedial investigation/feasibility study documents and obtain RODs

13 Post-FY 2018 Scope continued Complete remaining River Corridor cleanup – Complete 300-296 waste site remediation, 324 Building D4 and 618-11 burial ground remediation – Conduct any additional soil remediation if required by the final CERCLA RODs – Complete any necessary Environmental Restoration Disposal Facility expansions – Complete dewatering, demolition and removal of 105-KW Fuel Storage Basin – Complete K reactors interim safe storage – Complete the remainder of K Area facility D4 and waste site remediation Treat K Basin sludge – Treat and enable shipment of K Basins sludge

14 Post-FY 2018 Scope continued Prepare for canyon demolition – Conduct demolition preparation and hazard reduction in canyon facilities – Complete canyon characterization (B Plant, PUREX and REDOX) – Complete RI/FS documents and continue obtaining RODs (B Plant, PUREX and REDOX) – Perform canyon interim facility surveillance and maintenance (B Plant, PUREX, REDOX) – Complete above grade demolition of U Plant Canyon, remediate adjacent waste sites and install protective barrier Continue cleanup of the Central Plateau – Remediate waste sites – D4 Central Plateau facilities – Continue RCRA treatment, storage and disposal unit closures – Complete non-radioactive dangerous waste landfill barrier installation

15 Important Dates October 15, 2015: Request for Information released November 17, 2015: Hanford Site tours – Cleanup projects – Infrastructure and services November 18-19, 2015: One-on-one meetings with registered parties November 25, 2015: Capability statements due Q1 FY17 (anticipated): Acquisition plan approval
