5 Project Objective To develop Model Motorcycle Rider Training Program Administrative Standards on the basis of current research, data and the input of a technical working group of subject-matter experts who currently serve as State motorcycle rider training program administrators, motorcycle rider training specialists, and other leaders in the administration of motorcycle rider training programs to ensure quality and consistency in rider training systems.

9 Background In 2011, Windwalker, Highway Safety Services, an Expert Working Group and the NHTSA contract management team finalized the Model National Standards for Entry-Level Motorcycle Rider Training (Content Standards). The implementation of the National Standards alone is not sufficient to achieve the goal of a high-quality rider training program. 9

10 Background A true performance-based education system also needs a complementary set of administrative standards for the program delivery. Critical factors such as administrative control, authority, instructor qualifications and instructional settings need equal attention. Delivery Standards establish criteria for how the program is conducted and delivered. 10

11 Project Overview In 2011, NHTSA contracted with Windwalker and HSS for the development of rider education administrative standards as the next step in ensuring quality and consistency in rider training systems. To assist in the development of the model administrative standards a Technical Working Group (TWG) was organized and convened. 11

12 Project Overview Existing state motorcycle rider training programs, delivery requirements and monitoring of programs were collected and analyzed. The topic headings from various state program requirements were listed. Based on the topic headings a list of common administrative topics was developed. 12

13 Project Overview A matrix was developed identifying the various program practices of State rider training programs. Descriptions were added from existing State program requirements under each common administrative heading. 13

14 Project Overview The first draft was developed and presented at the first TWG meeting in Nov 2011. The standards were reviewed and modified to confirm accuracy and completeness. A webinar with the TWG was conducted to review draft standards and provide comments for the second meeting.  14

15 Project Overview A second meeting was conducted in March 2012.
After the second meeting, a third draft was provided to NHTSA for review and approval. The fourth draft was distributed to the SMSA State Administrators in July 2012. Input sought from the SMSA State Administrators in August 2012. 15

16 Project Overview A specific requirement of the contract is to provide stakeholders with a draft version of the standards for review and feedback. This SMSA workshop is specifically required by the contract.

18 How the Working Group was Assembled
The Technical Working Group (TWG) was assembled by NHTSA, Windwalker and HSS to assist in the development of the administrative motorcycle standards. The members are individuals who are currently serving as State motorcycle rider training program administrators, motorcycle rider training specialists, and other leaders in the administration of motorcycle rider training programs.

21 Responsibilities of the Working Group
Agree on administrative standards for motorcycle operators. Be flexible and feasible to implement. Ensure the standards are based on data analysis and research. Consider all motorcycle safety research.

Participated in two TWG meetings and one webinar. The TWG was charged with assisting in the development of the administrative standards and to assist with establishing a consensus among program administrators and specialists.

24 Purpose of the Administrative Standards
The Model Administrative Standards establish a minimum acceptable level of operation for State Rider Training Programs. States are encourages to meet or exceed the minimum standards to improve and maintain the quality of their rider training program.

25 Benefits of the Standards
Allow programs greater flexibility in course development and delivery; and facilitate growth and improvement in their education system. Establishing the baseline for rider training conducted in the United States allows jurisdictions to tailor their program to excel in producing better students and safer riders.

26 How Motorcycle Standards Will Assist Rider Training and Licensing
A completed list of standards for motorcycle rider education will assist: Program developers to create a motorcycle safety course designed to reduce fatalities. In evaluating current or future motorcycle education.

The designated State authority charged with administering, regulating and managing the State Program.

Collaboration with Driver Licensing Agency The jurisdiction’s driver licensing agency maintains authority over the license test waiver process. The State Program shall communicate, coordinate and collaborate with the driver licensing agency to ensure the integrity of the test waiver process.

46 Evaluation Data Data Collection Data Storage Data Analysis
The State Program shall collect student and course data in electronic format. Data Storage Data storage and transfer should abide by applicable laws regarding privacy and security of personal information. Data Analysis The State Program shall collaborate with state agencies to collect, link and analyze data to determine contributing factors, trends, priorities and needs which may impact the rider training effort.

47 Evaluation Quality Assurance Quality Assurance Plan
The State Program shall establish a quality assurance plan to promote continuous improvement. The plan shall be based on the objectives and standards established by the State Program.

48 Evaluation On-Site Reviews
The State Program shall ensure each training location is subject to an on-site review at least once each year. Mobile Units – For training locations serviced by a mobile unit, each unit (not the individual locations served by the unit) shall be subject to this annual on-site review.

On-Site Review Reporting – The State Program shall provide findings from the review to the Providers and Instructors in a timely manner and, as necessary, collaborate on a corrective action plan.

52 Submitting Comments An electronic version of the Standards (Version August 24, 2012) and the “Comment Submission Form” will be ed to each State Administrator. Only one set of comments will be accepted by each state through the State Motorcycle Safety Administrator.

56 Future Steps State administrators will submit their comments to HSS by September 30, 2012. HSS will compile the comments and send to NHTSA for review. NHTSA, Windwalker and HSS will determine which comments should be incorporated into the standards.

Windwalker/HSS will send revised standards to NHTSA for review and approval. Final product will be delivered to NHTSA.

58 Delivery Standards – Best Practices

59 Why? We are developing delivery standards simply to assist or demonstrate how states currently deliver rider education. There were no new standards created. All standards are currently used by state programs.

60 Purpose This will assist states who need guidance as to how they might deliver rider education. It will also allow states to compare what they do to this list of standards.

61 Other Possible Uses It may also assist in developing a certification program that is currently contracted to Cambridge Systematics, Inc. The draft document could be reviewed by a select number of administrators to determine its validity.

62 Questions Are these standards which states are currently using?
Do these standards assist the state administrator in managing the state rider education program? Are there additional standards that can be identified?

63 Next Steps Based on a review of 3-5 administrators this would be a planning document that may or may not be used in the future. It could be an appendix to the official document. Anyone wanting to review and comment on these delivery standards can see me after today’s meeting.
