This Briefing is Unclassified Space Situation Awareness (SSA) for the Warfighter 25 August 2005 HQ AFSPC/DRC Lt Col Troy Pannebecker
2
Outline What is SSA What it means to the Warfighter Areas for Improvement Conclusion
3
SSA Definition “SSA is the requisite current and predictive knowledge of space events, threats, activities, conditions, and space system (space, ground, link) status, capabilities, constraints and employment - current and future, friendly and hostile - to enable commanders, decision makers, planners, and operators to gain and maintain space superiority across the spectrum of conflict. SSA is the cornerstone of space operations, all-inclusive of space force enhancement, space support, and space control.” USSTRATCOM Draft Definition (USSTRATCOM SSA CONOPS, Draft, Mar 2005)
5
“Space Situation Awareness (SSA) forms the foundation of all Counterspace and other space actions.” (AFDD 2-2) “Space Situation Awareness (SSA) forms the foundation of all Counterspace and other space actions.” (AFDD 2-2) FY06 AFSPC Strategic Master Plan (SMP) Space Superiority: “That degree of dominance in space that permits the conduct of operations by land, sea and aerospace forces at a given time and place without prohibitive interference by the opposing force.” (AFDD 2) SSA Mission Enabler
6
SSA for the Warfighter Integrate SSA into C2 Knowledge of space events and space systems Current and future Friendly and adversary
7
SSA Strategic C2 Supports decisions made at the US Strategic Command level Support overall Space Strategy and Priorities SSA Data, Information, Knowledge Overall Space Situation - US and non-US systems Combatant Commanders Exercise authority and direction over assigned forces
8
SSA Operational C2 SSA Data, Information, Knowledge Space events, threats, activities, conditions US and Non-US Space system status, capabilities, employment Supports decisions made at the Joint Functional Component Commander, Space and Global Strike level Support overall assessment of situation, course of action development, and tasking of assigned and attached forces Assigned and Attached Forces - Tactical Level
9
SSA Tactical C2 Supports decisions made at the Squadron level Supports execution of assigned mission RAIDRS Adversary threat -or- space environment Launch Ranges Range safety - conjunction analysis SSA Data, Information, Knowledge Satellite Catalog Intelligence information on potential threats Environmental conditions & system effects
10
Areas for Improvement Continue improvements to all aspects of SSA –Intelligence, Surveillance, Reconnaissance, Environment Data & information fusion –Puts all the pieces together –New knowledge obtained Net-centric data and services –C2 SSA Community of Interest Multi-level security –Data available at various level today –Need to be able to get information out to end users
11
Conclusion SSA is the foundation to Space Superiority Critical data and knowledge needed at every level of command Need community involvement –Better ways to use massive amount of data –Participation in net-centric community of interest AF Knowledge Now Community of Practice web-site SSA is the foundation to all Space Operations Critical data and knowledge needed at every level of command Need community involvement –Better ways to use massive amount of data –Participation in net-centric community of interest AF Knowledge Now Community of Practice web-site We don’t go into battle without Air Superiority We can’t afford to go into battle without Space Superiority
