Level A services are the essential services that make it possible for a community to exist as such – fire, police, schools, public works, local government. Level B services exist to prevent problems and to maintain the quality of life in a community Level C services specifically exist to solve problems and correct deficiencies.

Good times to try to improve services include: At the start of a wide-ranging, long-term community initiative. When a need makes itself clear. When what you’ve been doing isn’t working. When the community asks for a service. When funding becomes available for something that’s been needed for a long time.

Promoting coordination, cooperative agreements, and collaborative agreements among agencies. Developing multisector collaborations. Developing employment programs. Developing programs for physical activity and recreation. Developing and increasing access to health and community services.
