12 Establishing a Green IT Program for California 3/7/2016

Establishing a Green IT Program 13 3/7/2016 Opportunity for Green IT : Support California’s efforts to reduce GHG emissions Leverage existing technology to achieve energy efficiencies Reduce State operation costs through energy efficiency Issue: IT Impact on Global Warning ~ 2% of US GHG emissions from IT, the same level as the aviation industry IT is the fastest growing sector in GHG emissions, averaging ~12% increase per year IT energy consumption could double by 2020

14 Establishing a Green IT Program Green IT Program Mission: Leveraging technology to deliver sustainable services & reduce the environmental impact of state operations Statutory Imperative: AB 32 Scoping Plan, October 2008 Appendix C: State Government Sector 3/7/2016

15 Establishing a Green IT Program The “Who” - “Green IT Council” Goals: Increase the coordination of the State’s Green IT efforts Collaborate with existing State “Green Groups”: e.g., Climate Action Team, Green Action Team, Green California Task Force; State Government Subgroup Establish a multi-disciplinary group: ARB, DGS, CalEPA, other State agencies, vendors, private organizations Green IT Council Responsibilities: Provide input into statewide Green IT policies & standards Provide technical consultation to members & other agencies Finalize Program goals and objectives Develop timeframes and performance measures 3/7/2016

16 Establishing a Green IT Program Opportunity: Reduce PC power usage (OCIO Strategic Plan, Strategy 5, Goals, 1. E & 1.B) A PC with power management SW can save $30-40 /year Replace desktops with laptops: GHG reduction of.24 MT per /year per device; 48,000 MTs reduction for 200,000 devices = 8000 cars; energy savings $30 -$50 per year Issue: State’s PCs = ~ 225,000 Intel estimate A PC on 10 hours per day equals ~10% of a car’s annual CO 2 emissions;; State PCs = 25,500 cars Desktop computing contributes 40% of IT energy usage/cost and 30% of the IT emissions Gartner Group Some agencies leaving PCs on at night 3/7/2016 Proposed Objectives – Personal Computing

17 Establishing a Green IT Program Opportunity: Server consolidation (OCIO Strategic Plan, Strategy 5, Goals, 1.B) Industry estimate: utilization of server capacity at 5% – 25% Reduce servers by 3000: save 11,000 MT/year = 2070 cars = 1500 homes Not replacing 3000 servers saves $30,000,000 & $1.5 million annual power costs (not counting cooling cost savings) Recent State virtualization project: server utilization at 2 – 4%; reduce 55 servers to 6, Phase 1 savings of $459,000 Issue: US data centers use 1.5 % of all US electricity Typical Server: at 600 watts/hour = 5256 kWh/year = 3.7 MTs of GHG Existing hardware baseline of ~60% of agencies: ~10,000 servers = 37,700 MTs = emissions of 6900 cars and 5200 homes 3/7/2016 Proposed Objectives – Servers & Data Centers

18 Establishing a Green IT Program Reduce Technology Waste: paper use & e- Waste (OCIO 2009 Strategic Plan, Strategy 5, Goal 1.A) Require default duplex printing: reduce paper use 30%+ Increase “take back” requirements of hardware vendors Require e-Waste recyclers meet sound environmental practices Expand Green IT purchasing ( OCIO 2009 Strategic Plan, Strategy 5, Goal 1.A) Servers waste 30-40% energy: Explore other efficiency standards until Energy Star & EPEAT issue server standards – 80 Plus Reduce staff & citizen GHG emissions (OCIO 2009 Strategic Plan, Strategy 1, Goal, 1.C) Expand e-Government services : reduce citizens’ transportation GHG Expand Telework: reduce transportation GHG by the state workforce 3/7/2016 © Basel Action Network 2006. Proposed Objectives – Additional Opportunities

19 Establishing a Green IT Program Formalize “How, How Much, When, & How Did We Do” Complete Green IT Program Proposal Expand the IT Energy Baseline Establish the “Green IT Council” Next Steps 3/7/2016
